Position Overview

We are seeking an experienced HSEQ Manager to join our dynamic project team, where you will play a pivotal role in delivering a comprehensive marine logistics solution encompassing High Speed Craft, Cargo Vessels, and Port Operations. As the HSEQ Manager, you will be responsible for leading the Quality, Health, Safety, Environment (HSEQ), and Security functions across both marine and shore-based operations. Your leadership will ensure the effective implementation of MACNA’s management systems, adherence to statutory and client requirements, and the cultivation of a robust safety culture throughout the organisation.

Key Responsibilities

Leadership & Safety Management

  • Spearhead the implementation and maintenance of the company’s Integrated Management System (IMS).
  • Foster a proactive safety culture across all vessels and shore-based facilities.
  • Provide mentorship and guidance to HSEQ personnel and operational teams.
  • Act as the primary safety representative for the company, liaising with clients, regulators, and classification societies.

Incident Investigation & Risk Management

  • Lead thorough investigations into incidents and non-conformities, identifying root causes and implementing corrective and preventive actions.
  • Monitor HSEQ performance trends and recommend strategic improvement initiatives.
  • Develop and oversee comprehensive risk assessments and hazard management programmes.

Compliance & Auditing

  • Ensure full compliance with ISO 9001, ISO 14001, and ISO 45001 standards, as well as applicable maritime statutory and classification requirements.
  • Conduct regular audits and inspections across vessels and shore-based facilities.
  • Coordinate external audits and regulatory surveys to maintain certification and operational integrity.

Training & Continuous Improvement

  • Design, develop, and deliver HSEQ training programmes tailored to operational needs.
  • Organise safety campaigns, toolbox talks, HSEQ flashes, and emergency drills to enhance awareness and preparedness.
  • Monitor Key Performance Indicators (KPIs) and provide detailed reports to senior management.
  • Drive continuous improvement of policies, procedures, and management systems to elevate operational standards.

Operational Support

  • Ensure fleet certification remains compliant with statutory and classification requirements.
  • Collaborate with operations, technical teams, procurement, suppliers, and vessel crews to address safety-critical issues.
  • Support the maintenance of lifesaving appliances (LSA), firefighting equipment (FFE), radio equipment, and other critical safety systems.

Decision-Making Authority

  • Resolve operational safety and environmental issues with full authority.
  • Direct HSEQ-related activities across vessels and shore operations.
  • Lead post-incident investigations and manage departmental expenditure within approved budgets.
  • Supervise both direct and indirect HSEQ personnel.
  • Consult with senior management on matters involving legal vessel operation, major HSEQ risks, disciplinary action, or expenditure beyond delegated authority.

Qualifications & Skills

Education & Professional Certifications

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Marine Engineering, or a related field.
  • Professional certification such as NEBOSH, IOSH, or OSHA.

Experience

  • Minimum of 5 years of progressive HSEQ experience, preferably within the marine or maritime industry.
  • Proven track record in implementing and maintaining ISO management systems.

Technical & Soft Skills

  • In-depth knowledge of maritime safety regulations and environmental legislation.
  • Expertise in risk assessment and incident investigation methodologies.
  • Strong leadership and people management capabilities to inspire and guide teams.
  • Exceptional communication and stakeholder management skills to engage effectively with internal and external parties.
  • Proficiency in HSEQ management systems and reporting software.
