Role Overview
The HR Manager (KSA) is a pivotal leadership position responsible for overseeing all human resources, payroll, government relations, and hiring governance functions within the Kingdom of Saudi Arabia. This role serves as the primary HR authority for the organization’s operations in Riyadh, ensuring full compliance with Saudi Labor Law, Saudization (Nitaqat) regulations, and statutory requirements across all relevant government portals, including Qiwa, GOSI, Mudad, Muqeem, Absher, and CCHI. The incumbent will be instrumental in building and maintaining a robust, safety-compliant workforce that includes both white-collar professionals and blue-collar field crews, such as operators, riggers, signalers, and helpers.
Key Responsibilities
- Strategic HR Leadership: Develop and implement HR strategies aligned with the organization’s business objectives, focusing on talent acquisition, workforce planning, and compliance with local labor laws and regulations.
- Compliance and Governance: Ensure the organization adheres to all statutory requirements, including Saudization (Nitaqat), labor law compliance, and reporting obligations through government portals such as Qiwa, GOSI, and Mudad.
- Payroll and Compensation Management: Oversee payroll processing, ensuring accuracy, timeliness, and compliance with local tax and social security regulations. Collaborate with the Finance team to manage payroll-related costing and reporting.
- Talent Acquisition and Workforce Planning: Partner with the central Talent Acquisition (TA) team to translate project pipelines into mobilized, licensed, and compliant manpower. Ensure timely recruitment and deployment of personnel while adhering to budgetary constraints.
- Government and Regulatory Relations: Serve as the primary liaison with government authorities, including the Ministry of Human Resources and Social Development (MHRSD), GOSI, Jawazat, and other regulatory bodies. Maintain strong relationships with third-party certification bodies, manpower agencies, and insurers to facilitate smooth operations.
- Employee Development and Retention: Implement learning and development programs, talent management initiatives, and performance management systems to foster a skilled and motivated workforce. Address employee relations and grievances in compliance with local labor laws.
- Health, Safety, and Environment (HSE) Collaboration: Work closely with the HSE team to ensure that all employees, including field crews, are trained, certified, and compliant with safety standards and regulatory requirements.
- Operational Support: Provide HR and administrative support to operations, fleet management, and other internal functions. Ensure seamless coordination between HR, Finance, Legal, and IT departments to maintain operational efficiency.
Key Interfaces
The HR Manager (KSA) will interact with a diverse range of stakeholders, both internally and externally, to drive the organization’s HR agenda:
- Operations & Fleet: Head of Operations, Project/Depot/Yard Managers, Dispatch & Planning teams, and HSE personnel.
- Internal Support: Finance (for payroll and costing), Administration/IT, and Legal/Compliance teams.
- Talent Functions: Central Talent Acquisition team (for manpower planning and MRF approvals), Learning & Development, Talent Management, and HR Operations.
- External/Government Entities: Ministry of Human Resources and Social Development (MHRSD), GOSI, Jawazat, Qiwa, Mudad, Muqeem, Absher, CCHI insurers, manpower agencies, and third-party certification bodies.
Qualifications and Experience
Candidates for this role should possess a bachelor’s degree in Human Resources, Business Administration, or a related field, along with a minimum of 8-10 years of progressive HR experience, preferably within the Kingdom of Saudi Arabia. Strong knowledge of Saudi labor laws, Saudization (Nitaqat) regulations, and experience with government portals such as Qiwa, GOSI, and Mudad is essential. Proficiency in payroll management, talent acquisition, and employee relations is required. The ideal candidate will demonstrate exceptional leadership, communication, and problem-solving skills, with the ability to navigate complex regulatory environments and drive operational excellence.
