Enterprise Data Architect

Position Overview

We are seeking a highly skilled and strategic Enterprise Data Architect to lead the design, governance, and optimization of our organization’s enterprise-wide data architecture. This pivotal role will ensure that our data infrastructure supports clinical, operational, financial, and analytical objectives while adhering to national healthcare standards, regulatory compliance, and data-driven decision-making in Saudi Arabia. The ideal candidate will possess deep expertise in healthcare data systems, robust architectural frameworks, and a passion for transforming data into a strategic asset that drives innovation and operational excellence.

Key Responsibilities

The Enterprise Data Architect will be responsible for the following core functions:

• Enterprise Data Architecture Design:
  • Develop and maintain a comprehensive enterprise data architecture blueprint, including conceptual, logical, and physical data models.
  • Design scalable, secure, and interoperable data platforms that integrate seamlessly with Hospital Information Systems (HIS), Electronic Medical Records (EMR), Enterprise Resource Planning (ERP), data warehouses, and advanced analytics ecosystems.
  • Establish and enforce enterprise-wide standards for data modeling, naming conventions, metadata management, and data lineage to ensure consistency and traceability across all systems.
• Data Integration & Interoperability:
  • Design and implement robust data integration frameworks that facilitate seamless data exchange between clinical and administrative systems.
  • Ensure alignment with international healthcare data standards, including HL7, FHIR, ICD-10, and SNOMED CT, to support interoperability and regulatory compliance.
  • Develop and maintain master data management (MDM) and reference data strategies to ensure data consistency, accuracy, and reliability across the enterprise.
• Data Governance & Compliance:
  • Embed data governance principles, data quality frameworks, and privacy-by-design methodologies into the enterprise data architecture.
  • Ensure full compliance with Saudi Arabian data protection regulations, including the Personal Data Protection Law (PDPL), National Data Management Office (NDMO) guidelines, and Ministry of Health (MOH) requirements.
  • Collaborate closely with Data Quality and Data Protection teams to mitigate risks and uphold the highest standards of data integrity and security.
• Analytics & Platform Enablement:
  • Design and optimize architectures that support Business Intelligence (BI), advanced analytics, and artificial intelligence/machine learning (AI/ML) platforms.
  • Enable the development of enterprise-wide dashboards and reporting tools by ensuring access to trusted, high-quality data sources.
  • Support the implementation of cloud, hybrid, and on-premise data architectures while adhering to Saudi data residency requirements.
• Standards, Documentation & Roadmap:
  • Develop and maintain enterprise data architecture standards, principles, and reference architectures to guide all data-related initiatives.
  • Document critical data flows, system interfaces, and architectural decisions to ensure transparency and facilitate knowledge sharing across teams.
  • Contribute to the enterprise data roadmap, aligning data architecture initiatives with long-term business and IT strategies.
• Advisory & Stakeholder Engagement:
  • Act as a trusted advisor to IT, analytics, clinical, and business teams, providing expert guidance on data architecture best practices.
  • Review and validate solution designs to ensure architectural alignment with enterprise goals and compliance requirements.
  • Support vendor selection, evaluation, and procurement processes to ensure alignment with enterprise data architecture standards.

Qualifications & Requirements

To excel in this role, candidates must meet the following criteria:

• Education & Certifications:
  • Bachelor’s degree in Computer Science, Information Systems, Data Engineering, or a related field from a recognized institution.
  • TOGAF Certification (highly desirable) to demonstrate expertise in enterprise architecture frameworks.
  • Certified Data Management Professional (CDMP) is a preferred qualification for this role.
• Professional Experience:
  • Minimum of 8–12 years of progressive experience in data architecture, information architecture, or enterprise data management, with a strong preference for candidates with healthcare sector experience.
  • In-depth knowledge of TOGAF and DAMA-DMBOK frameworks, with a proven ability to apply them in real-world scenarios.
  • Hands-on experience with healthcare systems, including Hospital Information Systems (HIS), Electronic Medical Records (EMR), Laboratory Information Systems (LIS), Radiology Information Systems (RIS), and Enterprise Resource Planning (ERP) solutions.
  • Comprehensive understanding of the NDMO Data Architecture Domain and Saudi PDPL regulations, ensuring full compliance with national data governance standards.
• Technical & Soft Skills:
  • Exceptional strategic planning and analytical skills, with the ability to align data architecture with organizational objectives in healthcare and government sectors.
  • Strong communication, mediation, and conflict resolution abilities to facilitate collaboration across diverse teams and stakeholders.
  • Fluency in both Arabic and English (verbal and written) to effectively engage with local and international stakeholders.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) for documentation, presentations, and reporting.
