Position Overview

As a Manager, IT Development (Oracle Fusion) at Saudi National Bank (SNB), you will play a pivotal leadership role in driving the strategic development, enhancement, and integration of Oracle Fusion Cloud applications. This position is instrumental in aligning Oracle Fusion solutions with business objectives, enterprise architecture standards, and regulatory requirements across critical domains such as Finance, Human Capital Management (HCM), Procurement, and other enterprise-wide business functions. You will lead a high-performing development team, collaborate with cross-functional stakeholders, and ensure the seamless delivery of Oracle Fusion initiatives that enhance operational efficiency and support the bank’s digital transformation goals.

Key Responsibilities

The Manager, IT Development (Oracle Fusion) will oversee a comprehensive range of responsibilities, including:

  • Team Leadership and Management: Lead and manage a dynamic Oracle Fusion development team, fostering a culture of innovation, accountability, and continuous improvement. Mentor team members, develop technical capabilities, and ensure alignment with organizational goals.
  • Strategic Development and Delivery: Define and execute development strategies, technical standards, and best practices for Oracle Fusion Cloud solutions. Oversee the entire Software Development Life Cycle (SDLC), from solution design and development to testing, deployment, and post-production support, ensuring adherence to enterprise architecture and security policies.
  • Stakeholder Collaboration: Partner with business stakeholders, Enterprise Architecture, Enterprise Product Development (EPD), Information Security, and IT Operations to deliver tailored business solutions that drive value and compliance with regulatory requirements, including banking regulations and audit standards.
  • Oracle Fusion Governance: Manage Oracle Fusion releases, patches, upgrades, and impact assessments to ensure system stability, security, and alignment with evolving business needs. Review and approve technical solution designs, integrations, customizations, and extensions to maintain high standards of quality and performance.
  • Vendor and Partner Management: Collaborate with third-party vendors and implementation partners to ensure the delivery of high-quality solutions within project timelines and budget constraints. Monitor vendor performance and adherence to contractual obligations.
  • System Performance and Reliability: Monitor system performance, application availability, and service levels to proactively identify and resolve production issues. Implement continuous improvement initiatives to enhance system efficiency, scalability, and user experience.
  • Technical Leadership and Innovation: Drive the adoption of Oracle Fusion Cloud best practices and emerging technologies to future-proof the bank’s IT infrastructure. Stay abreast of industry trends and advancements to recommend innovative solutions that support business growth and digital transformation.

Qualifications and Experience

To excel in this role, candidates must meet the following qualifications and experience:

  • Education: A Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field is required. A Master’s degree is considered a valuable asset.
  • Professional Experience: Minimum of 8 years of hands-on experience in enterprise application development, implementation, and support, with at least 5 years in a leadership or management role overseeing application development teams. Proven track record of delivering Oracle Fusion Cloud solutions in large enterprise environments, preferably within the banking or financial services sector.
  • Technical Proficiency:
    • In-depth knowledge of Oracle Fusion Cloud architecture and application development framework.
    • Hands-on experience with Oracle Integration Cloud (OIC), REST/SOAP APIs, and Oracle Fusion integration technologies.
    • Expertise in Oracle Visual Builder (VB/VBCS), BI Publisher, OTBI, HDL, and FBDI.
    • Strong understanding of Oracle Fusion extensibility, security model, and application configuration.
    • Proficiency in Java and PL/SQL is highly desirable.
    • Familiarity with DevOps tools, CI/CD practices, and source code management.
    • Solid grasp of cloud security, identity and access management (IAM), and data protection standards.
  • Certifications: Preferred certifications include Oracle Cloud Infrastructure (OCI) Foundations Associate, Oracle Fusion Cloud Applications Certification in one or more functional domains (Financials, HCM, or Procurement), and Oracle Integration Cloud (OIC) Certification.
