Senior Proposal & Estimation Engineer – Drive Strategic Growth in EPC Projects

We are seeking a highly skilled and experienced Senior Proposal & Estimation Engineer to join our dynamic team. In this pivotal role, you will play a central part in developing winning proposals and ensuring cost-effective, accurate estimations for subcontracting works. Key Responsibilities

As a Senior Proposal & Estimation Engineer, you will be responsible for the following core functions:

• Proposal Development & Analysis: Lead the preparation and evaluation of Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for subcontracting works, ensuring alignment with project scope, technical specifications, and client requirements.
• Estimation Leadership: Oversee the estimation process, including the issuance of RFQs, conducting Technical Bid Evaluations (TBEs) and Commercial Bid Evaluations (CBEs), to ensure cost accuracy, feasibility, and compliance with project budgets.
• Cross-Functional Collaboration: Serve as the primary liaison between our organization, the Samsung E&A Seoul office, internal departments, and external subcontractors. Facilitate seamless communication to ensure alignment on project objectives, timelines, and deliverables.
• Strategic Proposal Development: Develop and implement proposal strategies designed to maximize win probability while effectively mitigating risks. Analyze market trends, competitor positioning, and client priorities to craft compelling, high-value proposals.
• Subcontractor Management: Evaluate subcontractor workloads, capabilities, and performance to ensure optimal resource allocation. Provide management reporting to support informed decision-making and maintain operational efficiency.

Key Requirements

To excel in this role, you must meet the following qualifications and experience:

• Education: Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, or a closely related discipline from an accredited institution.
• Professional Experience: Minimum of 10 years of progressive experience in EPC proposal engineering and tendering, with a proven track record on projects for Saudi Aramco or similar high-profile clients in the oil, gas, or energy sectors.
• Technical & Soft Skills:
  • Exceptional written and verbal communication skills, with the ability to articulate complex technical and commercial concepts clearly and persuasively.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint, with advanced skills in report writing and data analysis.
  • Comprehensive understanding of construction industry standards, procurement processes, and cost estimation methodologies.
• Language Proficiency: Fluency in both English and Arabic is required to effectively engage with stakeholders across diverse regions and ensure seamless project execution.
