Position Overview

Projects Pioneers Contracting Company, a leading entity in the construction and infrastructure sector based in Dammam, is seeking a highly skilled and experienced Tender & Proposal Manager with a strong background in Civil, Mechanical, and Electrical engineering. Key Responsibilities

• Tender Management: Lead the end-to-end tender process, from initial opportunity identification to submission, ensuring compliance with client requirements, regulatory frameworks, and company policies. This includes conducting thorough market research, analyzing tender documents, and coordinating with internal stakeholders to gather necessary inputs.
• Proposal Development: Spearhead the creation of high-impact proposals that effectively communicate the company’s technical expertise, project execution capabilities, and value proposition. Collaborate with engineering teams to develop detailed technical and financial proposals tailored to each tender’s specifications.
• Technical Evaluation: Assess project feasibility, risks, and resource requirements by evaluating technical specifications, scope of work, and contractual obligations. Provide strategic recommendations to optimize proposal competitiveness while mitigating potential challenges.
• Stakeholder Coordination: Act as the primary liaison between the company, clients, subcontractors, and internal departments such as finance, legal, and operations. Ensure seamless communication and alignment to meet tender deadlines and client expectations.
• Bid Strategy & Pricing: Develop and implement effective bid strategies that enhance win rates while maintaining profitability. Conduct cost analysis, pricing negotiations, and value engineering to present competitive yet sustainable offers.
• Compliance & Documentation: Ensure all tender submissions adhere to legal, financial, and technical compliance standards. Maintain meticulous records of proposals, contracts, and communications for audit and reference purposes.
• Performance Analysis: Monitor and analyze the success rate of tenders and proposals, identifying trends, strengths, and areas for improvement. Utilize data-driven insights to refine future bid strategies and enhance overall proposal quality.

Qualifications & Competencies

To excel in this role, candidates must possess a blend of technical expertise, strategic thinking, and exceptional communication skills. The ideal candidate will meet the following criteria:

• Education: A Bachelor’s degree in Civil, Mechanical, or Electrical Engineering, or a related field. Advanced qualifications such as a Master’s degree or professional certifications (e.g., PMP, CEng) are highly desirable.
• Experience: Minimum of 7-10 years of progressive experience in tender and proposal management within the construction or infrastructure sector, with a proven track record in securing high-value contracts. Hands-on experience in Civil, Mechanical, and Electrical projects is essential.
• Technical Proficiency: In-depth knowledge of tendering processes, contract administration, and project management methodologies. Familiarity with industry-specific software (e.g., Primavera, AutoCAD, MS Project) and ERP systems is advantageous.
• Analytical Skills: Strong ability to interpret technical drawings, specifications, and financial data to develop accurate and competitive proposals. Proficiency in cost estimation, risk assessment, and scenario planning.
• Communication & Leadership: Exceptional written and verbal communication skills, with the ability to articulate complex technical concepts clearly. Demonstrated leadership in managing cross-functional teams and fostering collaborative work environments.
• Language Proficiency: Fluency in English is mandatory; proficiency in Arabic is a plus.
• Soft Skills: Highly organized, detail-oriented, and capable of working under tight deadlines. Strong negotiation and problem-solving skills to navigate challenges and drive successful outcomes.
