Chief Projects Officer – Driving Excellence in Real Estate Development

We are seeking a visionary Chief Projects Officer to lead our real estate portfolio with unparalleled expertise in construction delivery, engineering execution, and program controls. In this pivotal executive role, you will oversee the entire lifecycle of high-impact developments—from conceptualization and feasibility to commercial launch, sales alignment, and seamless handover—ensuring projects are delivered on time, within budget, and to the highest engineering and operational standards.

As the strategic architect of our construction and development initiatives, you will drive efficiency, innovation, and accountability across all phases of execution. Your leadership will ensure alignment between technical, commercial, and operational teams, fostering a culture of excellence in project delivery while mitigating risks and optimizing resource allocation.

Key Responsibilities

Your role will encompass a broad spectrum of strategic and operational duties, including:

• Project Execution & Construction Leadership
• Direct on-site construction operations, site logistics, and contractor performance across all active developments, master plans, and vertical assets, ensuring adherence to timelines and productivity benchmarks.
• Oversee Project Management Consultants (PMC), supervision consultants, and Tier-1 general contractors, implementing rigorous Project Controls—including Earned Value Management (EVM), Critical Path Method (CPM) scheduling, cash-flow forecasting, and weekly 3-week lookaheads—to maintain precision in execution.
• Advocate for advanced construction methodologies, such as Modern Methods of Construction (MMC), modular systems, precast solutions, and BIM (4D/5D) integration, to enhance efficiency and quality.
• Enforce stringent Health, Safety, and Environment (HSE) protocols and establish multi-tier Quality Assurance/Quality Control (QA/QC) frameworks to eliminate rework and structural defects.
• Manage commercial contractor administration, including progress billing reviews, change order negotiations, and contractual dispute resolution, while upholding FIDIC provisions.

• Engineering & Technical Excellence
• Steer the technical translation of concept designs into detailed engineering, architectural, and infrastructure packages, ensuring readiness for seamless execution.
• Accelerate end-to-end permitting processes, including municipal, statutory, and environmental clearances, while aligning with regulatory requirements such as Wafi certification and escrow account guidelines.
• Collaborate with off-plan sales teams to ensure engineering deliverables meet commercial and regulatory standards.

• Feasibility, Strategy & Procurement
• Partner with executive leadership to assess land feasibility, development viability, and constructability, while refining CapEx models and strategic roadmaps.
• Define and execute procurement strategies (EPC, Design-Build, Traditional, or GMP) and lead contractor pre-qualification, tendering, and contract awards.
• Establish robust Project Management Office (PMO) frameworks, standard operating procedures (SOPs), and governance models to ensure operational excellence.

• Commercial Alignment & Handover
• Synchronize construction milestones with commercial releases, marketing campaigns, and off-plan sales launches to optimize cash flow alignment.
• Oversee testing, commissioning, and Building Completion Certificates (BCC) to ensure flawless unit handover with zero defects.
• Direct the end-to-end customer handover process, including title deed issuance and transition to Property/Facility Management (FM) and Owners' Associations (Mullak).

Qualifications & Experience

We are seeking a seasoned professional with:

• A Bachelor’s degree in Civil Engineering, Construction Management, or Architectural Engineering, complemented by a Master’s degree in Construction Engineering, Project Management, or an MBA (preferred).
• At least 18 years of progressive experience in engineering and construction management within the real estate development sector, with a proven track record in:
• Leading large-scale master-planned infrastructure and vertical building projects (residential communities, towers, mixed-use assets).
• Executive-level roles such as Chief Projects Officer, VP of Projects/Construction, or Executive Delivery Director.
• Full project lifecycle management, off-plan development execution, contractor oversight, and site-level leadership.
• Certifications in high demand:
• Project Management Professional (PMP) or Program Management Professional (PgMP)—required.
• RICS, CIOB, or Professional Engineer (PE) status—highly preferred.
