Policy & Legislation Senior Advisor

Position Overview

We are seeking a highly skilled and experienced Policy & Legislation Senior Advisor to join our team. In this pivotal role, you will be responsible for leading and executing comprehensive legislative and policy initiatives, ensuring alignment with strategic objectives and regulatory compliance. Your expertise will drive the development, implementation, and continuous improvement of our legislative frameworks, while fostering collaboration across internal and external stakeholders. Key Responsibilities

Legislative Framework Assessment & Improvement

As a Policy & Legislation Senior Advisor, you will conduct in-depth research to identify best practices in tax treaties, laws, and guidelines. Your role involves:

• Evaluating ZATCA’s current legislative framework to pinpoint areas for enhancement and modernization.
• Collaborating with top management to develop and execute action plans that address identified gaps and align with organizational goals.
• Engaging with taxpayers through discussion groups to gather critical input for legislative document development.
• Drafting and updating tax legislative documents in strict adherence to ZATCA guidelines, research insights, and internal feedback.
• Preparing and refining legislative documents for Governor approval, ensuring all feedback is meticulously integrated before final submission.
• Analyzing the implications of changes in tax treaties, laws, and guidelines, and proposing necessary amendments to maintain a robust legislative framework.
• Developing comprehensive proposals and recommendations that address strategic objectives, including issue overviews, objectives, and analytical results.
• Curating and presenting a list of essential research resources to the Director for approval to support ongoing legislative initiatives.

Legislative Framework Development & Update

Your responsibilities will extend to the continuous development and refinement of legislative frameworks, including:

• Reviewing and updating existing frameworks, identifying key internal and external stakeholders, and ensuring seamless communication of changes.
• Defining policies, regulations, and guidelines that require development or amendment based on research and expert feedback.
• Establishing scope of work, methodologies, work schedules, and team compositions for legislative studies, while clarifying communication protocols for data collection, discussions, and validations.
• Conducting workshops with legal, policy, and subject matter experts to gather insights and refine legislative documents.
• Updating guidelines and policy documents in alignment with research findings and updated policies, while reviewing business requirement documents for compliance.

Legislative Framework Implementation & Communication

To ensure widespread awareness and adherence to legislative changes, you will:

• Publish approved legislative documents in the official journal and communicate changes to all relevant stakeholders through publications and press releases.
• Ensure that newly updated or developed tax-related legislative documents are effectively conveyed to stakeholders and evaluated for impact.
• Develop implementation guidelines for tax laws, including tax rulings and interpretation bulletins, and establish coordination standards for resolving tax law queries in collaboration with stakeholders.
• Manage the creation of periodic reports that highlight the impact of new legislative documents, implementation challenges, lessons learned, and improvement actions.
• Prepare tax technical presentations and training materials to facilitate knowledge dissemination and compliance.

Organizational Excellence & Leadership

In this senior advisory role, you will also contribute to operational excellence by:

• Adhering to all relevant policies, processes, and standard operating procedures to maintain consistency and control in all activities.
• Providing expert guidance to address escalated problems and offering support to junior team members to ensure efficient and high-quality work execution.

Qualifications & Experience

To qualify for this role, candidates must meet the following requirements:

• A Bachelor’s degree in Law or an equivalent field is required.
• A Master’s degree in Business Administration, Law, or an equivalent field is highly preferred.
• Proven experience in policy development, legislative analysis, and regulatory compliance within the tax or legal domain.
• Strong research and analytical skills, with the ability to synthesize complex information into actionable insights.
• Excellent communication and stakeholder management abilities, including the capacity to conduct workshops and deliver presentations.
• Demonstrated leadership in driving legislative initiatives and fostering collaboration across multidisciplinary teams.
• Proficiency in preparing technical documents, reports, and proposals for executive approval.
