Position Overview

Tractebel, a global leader in energy engineering and project management, is seeking a highly skilled and experienced Senior Design Electrical Engineer to join our team for a prestigious Combined Cycle Power Plant Project (PP #10/PP #14) located in Riyadh, Saudi Arabia. This role is pivotal in ensuring the successful execution of electrical design and engineering activities for the project, with a focus on large-scale thermal power infrastructure. The ideal candidate will possess extensive expertise in electrical engineering, a deep understanding of international standards, and a proven track record in managing complex design reviews and engineering deliverables within EPC (Engineering, Procurement, and Construction) environments.

Key Responsibilities

The Senior Design Electrical Engineer will play a central role in the project’s electrical engineering and design processes, collaborating closely with contractors, consultants, and cross-functional teams. The primary responsibilities include:

• Design and Engineering Oversight: Leading the preparation of technical specifications, design criteria, and engineering deliverables, ensuring alignment with project requirements and international standards.
• Design Review Coordination: Managing and coordinating the review of electrical discipline documents submitted by EPC contractors, including Master Documents List (MDL), schematic diagrams, Single Line Diagrams (SLDs), interface drawings, load lists, and General Arrangement (GA) drawings for electrical equipment.
• Technical Validation: Conducting thorough reviews of design calculations, studies, and manuals to verify accuracy, compliance, and feasibility. This includes performing electrical hazard and operability (HAZOP) studies, risk assessments, and mitigation planning.
• Procurement and Vendor Coordination: Reviewing vendor-submitted designs, drawings, and procurement documents to ensure compliance with project specifications. Evaluating proposed vendors and suppliers, and assessing design changes or modifications as required.
• Construction and Commissioning Support: Providing technical oversight during construction, commissioning, and performance testing phases. Reviewing method statements, construction/installation procedures, and Factory Acceptance Test (FAT) reports to ensure adherence to design intent and safety protocols.
  • Assisting in the resolution of field changes and design discrepancies, including the preparation and approval of as-built drawings.
• Documentation and Close-Out: Managing the review and approval of IFC (Issued for Construction), AFC (Approved for Construction), and AFI (Approved for Installation) drawings, redline markups, and final as-built documentation. Evaluating claims and change orders to ensure project deliverables meet contractual and technical requirements.
  • Preparing comprehensive close-out reports for the LSTK (Lump Sum Turnkey) Steam Power Plant Gas Conversion Project, summarizing design review activities, deviations, and resolutions.
• Cross-Disciplinary Collaboration: Working closely with other engineering disciplines, including mechanical, civil, and instrumentation, to ensure seamless integration of electrical systems within the broader project scope.

Qualifications and Experience

To qualify for this role, candidates must meet the following criteria:

• Education: A Bachelor’s degree in Electrical Engineering, approved by the Saudi Council of Engineers, with a specialization in power systems or a related field.
• Professional Experience: A minimum of 10 years of relevant experience in large-scale thermal power projects, with a focus on electrical design, engineering, and review within EPC environments.
• Technical Proficiency: In-depth knowledge of international electrical engineering standards (e.g., IEC, IEEE, ANSI) and proficiency in relevant design software tools. Familiarity with MS Office Suite and Management Information Systems (MIS) is essential.
  • Experience with electrical design software (e.g., ETAP, AutoCAD Electrical, or similar) is highly desirable.
• Communication and Leadership: Excellent written and verbal communication skills in English, with the ability to lead technical discussions, mentor junior engineers, and present findings to stakeholders. Strong leadership qualities to drive project objectives and foster collaboration across teams.
  • Proficiency in technical report writing and documentation is required.

Project Details and Work Environment

The successful candidate will be based at the design office located at the project site in Riyadh, specifically for the Combined Cycle Power Plant (PP #10/PP #14). The site is situated approximately 60 km from Riyadh along the AlKharaj Road in the Kingdom of Saudi Arabia. This role requires full-time commitment (100%) and will report directly to the Project Manager, with key interactions involving contractors, consultants, and internal teams.
