Position Overview

We are seeking a seasoned Manager, Financial Operations to lead the accounts receivable and billing functions within the Utilities Finance department of our specialized subsidiary in Riyadh, Saudi Arabia. This role is pivotal in ensuring the financial health of our integrated utility services, which encompass renewable energy, water desalination, wastewater treatment, solid waste management, district cooling, and telecommunications infrastructure. The ideal candidate will oversee the entire billing lifecycle, from end-user agreement finalization to cash flow optimization, while driving process improvements and maintaining strict compliance with regulatory and internal control standards.

Key Responsibilities

The Manager, Financial Operations will be responsible for the following core functions:

• Billing and Revenue Management: Finalize end-user agreements and manage the complete billing process, ensuring accuracy and timeliness in invoicing and revenue recognition.
• Data Verification and Reconciliation: Collaborate closely with operations teams to validate the completeness and accuracy of consumption data, ensuring alignment with client agreements and regulatory requirements.
• Collections and Cash Flow Optimization: Generate and submit final bills to clients, reconcile payments, and close invoices in SAP ERP. Monitor aging reports to identify delinquent accounts, negotiate payment arrangements, and escalate unresolved cases as necessary.
• Credit Policy and Compliance: Work with stakeholders to define and implement robust credit policies while maintaining internal controls and ensuring adherence to applicable regulatory frameworks in the utilities sector.
• Audit Support and Risk Management: Support both internal and external audits, implement policies to safeguard receivables, and mitigate financial risks associated with billing and collections.
• Performance Reporting and Insights: Prepare and present key accounts receivable (AR) KPIs to senior leadership, providing actionable insights to support strategic decision-making.
• Process Improvement and Automation: Identify inefficiencies in billing and collections processes, recommend and implement improvements, and drive automation initiatives to enhance accuracy, efficiency, and scalability.

Qualifications and Experience

To excel in this role, candidates must meet the following requirements:

• Education: A Bachelor's degree in Finance, Accounting, or a related field is required. An MBA or CPA qualification is highly advantageous.
• Professional Experience: Minimum of 8 years of progressive experience in accounts receivable, billing, credit, or collections, with at least 3 to 5 years in a managerial capacity.
• Technical Proficiency: Strong working knowledge of GAAP, receivables internal controls, and relevant regulatory requirements. Proficiency in SAP ERP is essential, with additional experience in Oracle and CRM systems preferred.
• Leadership and Soft Skills: Proven ability to build, mentor, and lead high-performing teams. Exceptional communication and negotiation skills are critical for engaging with customers and internal stakeholders effectively.
• Industry Knowledge: Familiarity with the utilities sector, including experience with utility-specific billing systems or measurement tools, is desirable.
• Analytical Capabilities: Strong analytical skills, with proficiency in Excel, data visualization tools, and reporting platforms to derive actionable insights from financial data.
