ENEVO Arabia is seeking a highly skilled and experienced Tendering & Estimation Engineer to strengthen our team in Al Khobar, Saudi Arabia. Reporting directly to the Tendering Manager, the successful candidate will play a pivotal role in developing technically robust, commercially competitive, and risk-optimized proposals for energy and industrial EPC projects. This position demands a meticulous approach, strong analytical skills, and the ability to collaborate effectively across multiple departments to deliver high-quality tender submissions.

Key Responsibilities

The Tendering & Estimation Engineer will be responsible for the comprehensive management of tender processes, from initial document review to final proposal submission. Core duties include:

• Document Review & Analysis: Thoroughly examine tender documents, technical specifications, drawings, Bills of Quantities (BOQs), and contractual requirements to ensure full compliance with client expectations.
• Cost Estimation & Proposal Development: Prepare detailed technical and commercial cost estimates, leveraging industry benchmarks and historical data to ensure accuracy and competitiveness.
• Supplier & Subcontractor Engagement: Develop Requests for Quotation (RFQs) and solicit competitive bids from Original Equipment Manufacturers (OEMs), vendors, and subcontractors to secure the best pricing and delivery terms.
• Bid Evaluation & Risk Assessment: Conduct comprehensive technical and commercial evaluations of received bids, identifying scope gaps, potential risks, qualifications, exclusions, and opportunities for value engineering to enhance proposal quality.
• Cross-Functional Coordination: Liaise with engineering, procurement, projects, finance, legal, and Quality, Health, Safety, and Environment (QHSE) teams to gather inputs, resolve discrepancies, and ensure alignment with project objectives.
• Proposal Preparation & Submission: Compile tender summaries, risk registers, management approval packages, and final proposals, ensuring all documentation is accurate, compliant, and professionally presented.
• Client Interaction & Negotiation Support: Assist in addressing client clarifications, participating in negotiations, and facilitating a smooth post-award handover process to ensure seamless project execution.
• Data Management & System Utilization: Maintain precise tender and estimation records within ERP systems, ensuring data integrity and accessibility for future reference and analysis.
• AI Tool Integration: Professionally utilize AI-based tools to enhance tender analysis, streamline data extraction, improve proposal preparation efficiency, and maintain rigorous quality control standards.

Qualifications & Experience

To excel in this role, candidates must meet the following criteria:

• Education: A Bachelor’s degree in Electrical Engineering or a closely related engineering discipline from a recognized institution.
• Professional Experience: Minimum of 8 years of progressive experience in tendering, estimation, proposal development, or EPC project costing, with at least 5 years of hands-on experience working in Saudi Arabia.
• Industry Expertise: Proven track record in the energy sector, specifically in Transmission & Distribution, substations, process and industrial automation, and electrical and instrumentation projects.
• Client-Specific Experience: Direct experience with Saudi Aramco and Saudi Electricity Company (SEC) is mandatory. Experience with major industrial clients such as SABIC, Ma’aden, or HADEED is highly advantageous.
• Technical Proficiency: Hands-on experience with ERP systems and advanced proficiency in Microsoft Excel. Familiarity with AI-based productivity and analysis tools is essential.
• Market Knowledge & Network: In-depth understanding of the Saudi market, coupled with a well-established network of OEMs, vendors, and subcontractors to facilitate competitive sourcing and procurement.
• Language Skills: Strong written and verbal communication skills in English are required. Fluency in Arabic is highly preferred to enhance client and stakeholder interactions.
