Role Overview

The Receiver, also known as the Permit Issuer/Receiver, plays a pivotal role in managing the Permit to Work (PTW) process for both site and factory operations. This position is instrumental in facilitating seamless coordination between the Client’s Health, Safety, and Environment (HSE) team and Field Operations. By ensuring timely permit issuance, strict adherence to safety protocols, and efficient workflow management, the Receiver minimizes operational delays, reduces standby time for equipment and personnel, and guarantees the safe execution of all site activities. This role is essential in maintaining operational continuity while upholding the highest safety standards.

Key Responsibilities

• PTW Management & Coordination: Oversee the complete lifecycle of the Permit to Work (PTW) process, including issuance, verification, real-time tracking, and formal closure of permits to ensure compliance and operational efficiency.
• Client & HSE Liaison: Serve as the primary liaison between the Client’s HSE representatives and Field Operations, facilitating smooth communication and coordination to expedite permit approvals and resolve any discrepancies promptly.
• Site Verification & Safety Control: Conduct thorough pre-work site inspections to confirm that all safety measures, isolation protocols, and environmental controls are rigorously implemented before permits are issued or received. This includes verifying compliance with risk assessments and job safety analyses (JSA).
• Operational Efficiency: Monitor active permits on-site to identify and eliminate potential delays, reduce unnecessary standby time for equipment and workforce, and ensure that workflows remain uninterrupted and productive.
• Compliance & Record Keeping: Maintain meticulous records of all permit documentation, risk assessments, and JSAs to ensure full compliance with internal policies and client-specific HSE standards. This includes updating permit logs accurately and in a timely manner.
• Toolbox Talks & Briefings: Assist in delivering clear and concise safety briefings to field crews, outlining safe work parameters and permit requirements prior to the commencement of high-risk or specialized tasks. This ensures that all personnel are fully informed and prepared to execute their duties safely.

Key Performance Indicators (KPIs)

• Achieve zero lost time due to delayed permit issuance or administrative oversights.
• Maintain 100% compliance with both Client and Red Sea International HSE regulations.
• Ensure accurate and timely logging and closure of all issued work permits to support audit trails and regulatory requirements.

Qualifications & Requirements

• Experience: Proven track record in roles such as Permit Issuer, Permit Receiver, or HSE Site Coordinator within construction, manufacturing, or field operations environments.
• Technical Knowledge: In-depth understanding of Permit to Work (PTW) systems, Job Safety Analysis (JSA), hazard identification, and site safety protocols to mitigate risks effectively.
• Certifications: Valid PTW Issuer/Receiver certification, with preference given to industry-recognized credentials such as Client/Aramco certifications or equivalent.

Required Skills

• Exceptional communication, coordination, and site management abilities to resolve operational bottlenecks efficiently and foster a culture of safety and accountability.
• Strong problem-solving skills with the capacity to make critical decisions under pressure to maintain operational continuity.

Preferred Skills

• Prior experience in high-risk environments, coupled with a deep familiarity with industry safety standards and best practices.
