We are seeking a highly accomplished and visionary Service Charges & Revenue Director to lead the strategic development and oversight of our city-wide service charge framework, ensuring financial sustainability, operational excellence, and value optimization across our diverse estate portfolio.

In this pivotal role, you will drive the alignment of financial, operational, and asset management strategies to create a robust, transparent, and equitable service charge model. With a minimum of 20 years of experience in estate management, revenue optimization, and financial governance, you will be responsible for shaping policies, methodologies, and governance structures that support long-term commercial sustainability and operational resilience. Key Responsibilities

As the custodian of our city-wide service charge framework, your responsibilities will include:

• Strategic Framework Development: Establish and maintain a comprehensive city-wide service charge framework, governance structure, and operating principles that align with our operational objectives and commercial goals. Ensure transparency, fairness, and auditability in all service charge arrangements.
• Policy and Methodology Leadership: Develop and refine service charge allocation principles, recharge methodologies, and cost categorization structures. Lead annual service charge reviews, including governance controls, methodology updates, and assurance processes to ensure continuous improvement.
• Cross-Functional Coordination: Act as the primary liaison between Estate Management, City Operations, Asset Management, Finance, districts, operators, and external advisors. Coordinate inputs to ensure the integrity, consistency, and reliability of the service charge model while promoting alignment with operational and asset ownership structures.
• Revenue Optimization and Risk Management: Evaluate revenue opportunities, challenge cost assumptions, and review allocation methodologies to support data-driven decision-making. Monitor model effectiveness and ensure assumptions evolve in response to city growth, asset commissioning, and operational changes.
• Leadership Reporting and Decision Support: Provide leadership with actionable insights through management information, dashboards, and reporting outputs. Highlight governance effectiveness, risks, issues, and improvement opportunities to inform strategic decisions.
• Transparency and Accountability: Maintain clear documentation of assumptions, supporting evidence, and governance records for all significant model decisions. Ensure common area services, shared infrastructure, and public realm assets are accurately reflected in service charge calculations.
