Position Overview

As the Treasury Director at Dammam Airport, you will play a pivotal role in steering the financial stability and operational excellence of one of the region’s most critical aviation hubs. This leadership position is responsible for overseeing all treasury functions, including cash flow management, capital optimization, and revenue collection, while ensuring strict adherence to regulatory standards and fostering financial integrity across Dammam Airport, HOF Airport, and AQI Airport. Your strategic vision and operational expertise will be instrumental in aligning treasury activities with the airport’s long-term objectives, driving efficiency, and mitigating financial risks.

Key Responsibilities

Strategic Leadership and Financial Governance

In this capacity, you will develop and execute treasury strategies that are fully aligned with Dammam Airport’s mission, vision, and strategic goals. Your leadership will ensure the financial stability of the organization through meticulous cash, capital, and cash collection management. You will establish and monitor key performance indicators (KPIs) to evaluate treasury operations, identify areas for improvement, and drive continuous enhancement across all three airports.

Operational Excellence and Financial Compliance

Your responsibilities will encompass the end-to-end management of treasury operations, including the preparation of payment documents such as employee payroll, ensuring absolute accuracy and compliance for DMM, HOF, and AQI airports. You will oversee the review of bank statements, Ministry of Finance (MoF) requirements, and the management of bank accounts, while preparing comprehensive statistical reports. Additionally, you will lead the execution of payment transfer instructions to banks, optimize cash allocation, and ensure seamless revenue transfers to the General Authority of Civil Aviation (GACA), maintaining optimal liquidity levels at all times.

Your role will also involve the supervision of bank guarantees, including the issuance, review, and monitoring of validity and expiry dates across all three airports. You will ensure the precise recording and management of various deposit types and related documentation, as well as coordinate with insurance providers to secure favorable coverage terms and streamline claims processes.

Stakeholder Engagement and Cross-Functional Collaboration

Building and nurturing strong relationships with internal and external stakeholders is a critical aspect of this role. You will engage with regulatory authorities, financial institutions, and the holding company to ensure seamless treasury operations. Effective communication with commercial and other departments will be essential to identify opportunities for revenue collection improvement and ensure proper revenue recognition treatments. Your ability to collaborate across functions will drive the implementation of best-in-class treasury practices.

Team Leadership and Talent Development

As a leader, you will provide mentorship and guidance to the treasury team, fostering a culture of excellence, accountability, and innovation. You will develop and implement training programs to enhance the skills and competencies of your team, set clear performance expectations, and provide regular feedback to support their professional growth. By cultivating a high-performing team, you will ensure the treasury department operates at peak efficiency.

Financial Management and Risk Mitigation

You will assist in developing and managing the treasury department’s budget, ensuring optimal resource allocation and cost efficiency. Monitoring financial performance, identifying cost-saving opportunities, and implementing measures to achieve financial targets will be integral to your role. Additionally, you will prepare budget reports for senior management, offering strategic insights and recommendations for financial planning.

Your responsibilities will extend to managing the organization’s financial resources, including cash flow, investments, and capital expenditures, to ensure efficient fund utilization. You will continuously evaluate and improve financial processes, driving automation and scalability to enhance operational efficiency. Long-term financial planning and investment strategies will also fall under your purview, ensuring the airport’s financial resilience.

Ensuring compliance with all regulatory requirements and industry standards is a non-negotiable aspect of this role. You will develop and implement robust risk mitigation strategies to address treasury-related risks and monitor external trends that may impact Dammam Airport’s financial stability.

Qualifications and Experience

• Bachelor’s degree in Finance, Accounting, Economics, or a related field; an MBA or professional certification (e.g., CFA, CTP) is highly desirable.
• Minimum of 10 years of progressive experience in treasury, financial management, or corporate finance, with at least 5 years in a leadership role.
• Proven expertise in cash flow management, capital optimization, and financial risk mitigation.
• Strong understanding of regulatory compliance, particularly in the context of aviation or government-related financial operations.
• Exceptional analytical, strategic planning, and decision-making skills.
• Excellent communication and stakeholder management abilities, with a track record of building and maintaining high-performing teams.
• Proficiency in financial software, ERP systems, and treasury management tools.
