Senior Manager - Precinct Development (Urban Core)

Position Overview

We are seeking a highly motivated and experienced Senior Manager - Precinct Development (Urban Core) to join Qiddiya Investment Company in Riyadh, Saudi Arabia. This pivotal role will be responsible for leading the strategic development and execution of urban precincts within the Urban Core of Qiddiya, a groundbreaking entertainment, sports, and cultural destination in the heart of Saudi Arabia. The ideal candidate will possess a proven track record in large-scale urban development, master planning, and stakeholder management, with a strong focus on delivering world-class, sustainable, and integrated communities.

Key Responsibilities

• Strategic Leadership: Develop and implement comprehensive precinct development strategies aligned with Qiddiya’s long-term vision, ensuring alignment with national and regional urban development goals.
• Master Planning & Design Oversight: Lead the creation and refinement of master plans for urban precincts, collaborating with architects, urban designers, and planners to ensure innovative, functional, and aesthetically compelling designs.
• Stakeholder Engagement: Serve as the primary liaison between Qiddiya Investment Company, government entities, investors, and community stakeholders to foster collaboration, secure approvals, and drive project momentum.
• Project Delivery & Execution: Oversee the end-to-end delivery of precinct development projects, including budget management, procurement, construction oversight, and quality assurance, ensuring adherence to timelines and regulatory standards.
• Sustainability & Innovation: Champion sustainable development practices, integrating smart city technologies, green building standards, and resilient infrastructure solutions to enhance livability and environmental stewardship.
• Team Leadership: Mentor and lead a multidisciplinary team of professionals, fostering a culture of excellence, accountability, and continuous improvement.
• Risk Management: Identify and mitigate risks associated with precinct development, including regulatory, financial, and operational challenges, while ensuring compliance with local and international best practices.

Qualifications & Experience

To excel in this role, candidates must meet the following criteria:

• Education: Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, or a related field; a Master’s degree or professional certification (e.g., LEED, PMP) is highly desirable.
• Experience: Minimum of 10 years of progressive experience in urban development, precinct planning, or large-scale infrastructure projects, with at least 5 years in a senior management role.
• Technical Skills: Proficiency in urban planning software (e.g., AutoCAD, GIS, Revit), project management tools, and familiarity with BIM (Building Information Modeling) methodologies.
• Leadership & Soft Skills: Exceptional leadership, communication, and negotiation skills, with the ability to influence stakeholders at all levels and drive cross-functional collaboration.

Location & Commitment

This is an on-site position based in Riyadh, Saudi Arabia. The successful candidate will be required to relocate to Riyadh and commit to the long-term success of Qiddiya’s Urban Core development initiatives.
