Estimation Engineer

Role Overview

Khidmah is actively seeking a highly skilled and experienced Senior Estimation & Procurement Engineer specializing in Facilities Management. This pivotal role is designed to drive excellence in bidding, pricing, and vendor sourcing, ensuring timely and cost-effective project execution under stringent deadlines. The successful candidate will play a critical role in shaping the commercial success of our organization by delivering precise cost estimates, securing competitive procurement terms, and fostering strategic vendor relationships.

Key Responsibilities

The Senior Estimation & Procurement Engineer will be responsible for a comprehensive range of duties, including:

• Estimation & Bidding:
  • Conduct thorough reviews of tender documentation, including RFPs, Bills of Quantities (BOQs), technical drawings, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs), to develop accurate cost estimates, pricing schedules, and commercial reports.
  • Prepare and submit formal tender proposals with meticulous attention to detail, ensuring alignment with client requirements and organizational standards.
  • Participate in pre-bid meetings, conduct site visits, and perform value engineering exercises to optimize cost efficiency without compromising quality.
  • Address post-tender clarifications and negotiations to refine proposals and enhance competitiveness.
• Procurement & Negotiation:
  • Draft and issue Requests for Quotations (RFQs) to potential vendors, ensuring comprehensive coverage of materials, equipment, and subcontracting needs.
  • Evaluate and compare vendor quotes, assessing technical compliance, pricing, and delivery timelines to identify the most advantageous commercial terms.
  • Engage in strategic negotiations with vendors to secure favorable pricing, scope adjustments, and delivery schedules, maximizing value for the organization.
• Project Mobilization & Operations:
  • Oversee the operational readiness of awarded contracts by coordinating the mobilization of manpower, materials, equipment, and logistics to ensure seamless project initiation and execution.
  • Collaborate closely with cross-functional teams, including operations, finance, and project management, to align procurement and estimation activities with project timelines and budgetary constraints.
• Risk & Governance:
  • Proactively identify commercial and operational risks during the bidding phase, documenting qualifications, exclusions, and mitigation strategies to safeguard organizational interests.
  • Maintain accurate pricing models, trackers, and audit trails to ensure transparency and compliance with internal and external governance standards.
  • Uphold rigorous adherence to Health, Safety, and Environment (HSE) protocols, as well as Information Security policies, to mitigate operational and data-related risks.

Key Requirements

To excel in this role, candidates must meet the following qualifications and experience criteria:

• Education: Bachelor’s Degree in Electrical, Mechanical Engineering, or a closely related discipline from a recognized institution.
• Experience:
  • Minimum of 5 to 7 years of progressive experience in the Facilities Management industry, with a strong focus on Estimation and Procurement.
  • At least 3 to 5 years of hands-on experience in developing cost estimates, managing multi-tender processes, and negotiating with vendors under tight deadlines.
• Core Competencies:
  • In-depth expertise in Facilities Management operations, including an understanding of service delivery models, contract structures, and commercial risk assessment.
  • Proven ability to interpret and manage complex contract documentation, including SLAs, BOQs, and technical specifications.
  • Strong analytical and problem-solving skills, with the capacity to manage multiple tenders simultaneously while maintaining high standards of accuracy and efficiency.
  • Excellent communication and negotiation skills, with the ability to liaise effectively with internal stakeholders, clients, and external vendors.
