Key Responsibilities

**Strategic Project Leadership & Supervision**

• Act as the Consultant’s **senior on-site representative**, leading all construction supervision activities with unwavering technical authority.
• Direct a **multidisciplinary team** of engineers, inspectors, and specialists across civil, structural, architectural, MEP, infrastructure, and specialist systems to ensure cohesive execution.
• Enforce strict adherence to **approved designs, contract terms, and industry standards**, including international building codes and Saudi Arabian regulations.

**Contractor Performance & Compliance Management**

• Monitor and evaluate **contractor performance, productivity, and compliance**, addressing deviations through proactive measures and corrective actions.
• Review and **approve/submit** critical contractor submissions, including shop drawings, method statements, material submittals, and technical proposals.
• Coordinate **progress meetings, technical reviews, and stakeholder workshops**, ensuring alignment on project objectives and resolving technical challenges.

**Quality, Safety, and Risk Oversight**

• Implement and enforce **Quality Assurance/Quality Control (QA/QC) protocols**, guaranteeing excellence in every phase of construction.
• Promote a **culture of safety** by ensuring compliance with Health, Safety, Security, and Environmental (HSSE) regulations.
• Identify and mitigate **project risks** through proactive risk management, safeguarding timelines and budgets.

**Commercial & Regulatory Compliance**

• Support **commercial and contracts teams** in evaluating variations, claims, and Extension of Time (EOT) requests.
• Certify **progress reports, payment applications, and completed works**, ensuring transparency and accountability.
• Coordinate with **local authorities, utility providers, and stakeholders** to streamline project execution and secure necessary approvals.

**Project Handover & Closure**

• Oversee **testing, commissioning, and operational readiness**, including integrated system testing and snagging processes.
• Lead **de-snagging and handover activities**, ensuring flawless project delivery and client satisfaction.
• Prepare **comprehensive monthly reports** highlighting progress, quality metrics, safety performance, commercial updates, and key risks.

Qualifications & Experience

We are seeking a **seasoned professional** with a proven track record in high-stakes construction leadership. Ideal candidates will possess:

• A **Bachelor’s degree in Civil Engineering, Construction Engineering, or a related discipline**, complemented by a **Master’s degree in Engineering, Construction Management, or Project Management** (preferred).
• **Professional certifications** such as PE (Professional Engineer), Chartered Engineer, or PMP (Project Management Professional) are highly desirable.
• **20+ years of cumulative professional experience**, with **10+ years specifically as a Resident Engineer** on major building developments.
• **Extensive experience** in overseeing large-scale projects, including convention centers, hospitality developments, luxury hotels, resorts, mixed-use complexes, and commercial complexes.
• Deep expertise in **Site Supervision Consultancy, PMC (Project Management Consultancy), or Engineering Consultancy environments**, with a focus on FIDIC contract administration.
• **Familiarity with international building codes, construction standards, and engineering best practices**, including Saudi Arabian regulations and authority approvals.
• A **proven ability to manage multidisciplinary teams**, resolve technical challenges, and deliver projects on time, within budget, and to the highest quality standards.
