In this dynamic role, you will be responsible for leading the end-to-end proposal lifecycle—from initial tender identification and prequalification support to the final submission of compelling, client-focused proposals. Your expertise will be instrumental in shaping K&A’s competitive positioning in the Saudi market, ensuring that every proposal reflects our commitment to innovation, quality, and client satisfaction.

Key Responsibilities

Your role will encompass a broad spectrum of strategic and operational duties, including:

• Strategic Proposal Leadership: Develop and execute a robust proposal strategy in alignment with K&A’s business objectives, ensuring timely and cost-effective delivery of high-caliber technical and commercial proposals.
• Tender Participation & Prequalification: Act as a key advisor in evaluating tender opportunities, assessing risks, and determining K&A’s participation in design and supervision tenders within Riyadh. Support the Manager – Business Development & Proposals in making data-driven decisions to maximize business opportunities.
• Technical & Commercial Proposal Development: Author and refine method statements, project scopes, and technical approaches tailored to client requirements. Conduct detailed cost estimations, including direct project costs, man-hour rates, and contingencies, ensuring financial viability and competitiveness.
• Market Intelligence & Local Compliance: Leverage in-depth knowledge of the Saudi market to align proposals with local tendering procedures, regulatory requirements, and client expectations. Facilitate seamless submission of proposals, including the preparation of critical documents such as bid bonds, performance bonds, and other legal/commercial requirements.
• Cross-Functional Collaboration: Collaborate closely with the **Geography Manager – Riyadh**, Directors, and Senior Managers in Supervision to validate project costs, margins, and strategic recommendations. Work hand-in-hand with the Contracts Section to review and refine contract terms, ensuring legal and financial alignment.
• Client Engagement & Negotiation: Support client interactions by providing updates on proposal statuses and actively participating in negotiations to secure favorable terms and project outcomes.
• Knowledge Management & Continuous Improvement: Maintain and update a pricing database for supervision projects within Riyadh, ensuring data accuracy and accessibility for future proposals. Engage in periodic training to enhance technical writing, estimation, and proposal development skills.
• Documentation & Handover: Consolidate project staff resumes, qualifications, and reference lists to strengthen proposal credibility. Ensure seamless handover of successful proposals to project teams for execution, facilitating a smooth transition from proposal to project delivery.

Qualifications & Experience

To excel in this role, you will bring:

• Education: A **Bachelor’s Degree in Engineering or Architecture** (preferred) with a strong academic foundation in technical and commercial disciplines.
• Technical & Proposal Expertise: Proven experience in developing **technical and commercial proposals**, including method statements, cost estimates, and risk assessments. Deep understanding of **project and contract risk management**, with a focus on aligning proposals with client and regulatory requirements.
• Local Market Knowledge: In-depth familiarity with **Saudi tendering procedures**, particularly those involving government authorities. Ability to navigate local compliance, documentation, and submission processes with precision.
• Organizational & Time Management: Exceptional organizational skills to manage multiple proposals simultaneously, ensuring adherence to deadlines without compromising quality.
• Technical Writing & Communication: Outstanding **technical writing skills** to craft clear, persuasive, and client-focused proposals. Proficiency in both **spoken and written Arabic and English** to facilitate seamless communication across diverse stakeholders.
• Industry Experience: **6+ years of experience** in the **Architecture, Engineering, and Planning (AEP) industry**, with a strong preference for candidates who have worked in **top-tier regional or multinational engineering consultancy firms**. Prior experience in **proposal development**, particularly in supervision projects, is highly valued.
