Bid Manager – Strategic Leadership in Infrastructure & EPC Tendering

Join our dynamic Tendering & Procurement team in Riyadh, Saudi Arabia, as a seasoned Bid Manager to drive excellence in multi-disciplinary estimation and tender execution. Reporting directly to the Head of Tendering & Procurement, this pivotal role demands a commercially astute leader with 12+ years of experience to spearhead competitive, commercially robust bids for high-stakes infrastructure and EPC projects. Your expertise will ensure precision in pricing, adherence to deadlines, and strategic alignment with business objectives.

As the second-in-command, you will oversee a team of Senior Estimators, consolidating technical and commercial insights across Civil, Mechanical, and Electrical disciplines to deliver cohesive, market-leading bids. Your ability to challenge assumptions, optimize costs, and refine estimation methodologies will be instrumental in securing profitable contracts while maintaining a reputation for integrity and innovation.

Key Responsibilities

Your role encompasses a broad spectrum of strategic and operational duties:

• Bid Leadership & Execution: Direct estimation activities, consolidate multidisciplinary inputs, and ensure bids are accurate, competitive, and submitted on time. Lead internal reviews, post-tender analyses, and continuous improvement initiatives to refine future bids.
• Technical & Commercial Rigor: Scrutinize tender documents, BOQs, and scope requirements to validate quantity take-offs, unit rates, and cost structures. Drive value engineering and cost optimization while ensuring alignment between technical execution and commercial pricing.
• Strategic Bid Development: Collaborate with senior management to craft bid strategies, assess commercial risks, and develop pricing frameworks that balance competitiveness with profitability. Support contract negotiations and post-tender clarifications to maximize project outcomes.
• Stakeholder Collaboration: Bridge gaps between Engineering, Procurement, Planning, and Project Management teams. Engage with suppliers, subcontractors, and clients to gather critical inputs, clarify requirements, and refine bids based on real-time insights.
• Team Empowerment & Process Innovation: Mentor and develop Senior Estimators, maintain cost databases, and establish benchmarks for estimation excellence. Champion knowledge sharing and process improvements to elevate team performance and submission quality.

Qualifications & Expertise

Candidates must meet the following criteria:

• Education: Mandatory Bachelor’s degree in Civil, Mechanical, or Electrical Engineering. Postgraduate qualifications in Construction or Commercial Management are highly advantageous.
• Experience: 12+ years in estimation for infrastructure, EPC, or large-scale construction projects, with 3+ years in a senior estimation, bid management, or team-lead capacity. Proven experience managing multi-discipline tenders is essential. Familiarity with the Saudi Arabia or GCC market is mandatory.
• Technical & Commercial Proficiency: Advanced expertise in multi-discipline estimation, EPC tender lifecycle management, and commercial judgment. Deep knowledge of BOQs, quantity take-offs, cost databases, and value engineering. Proficiency in MS Excel, estimation software, and tender management systems is required.
• Certifications: Professional Engineering Membership is preferred. MRICS or equivalent QS qualification is a significant advantage.
• Languages: Full professional proficiency in English. Arabic language skills are a notable asset.
