Senior Legal Analyst – Strategic Legal Compliance & Governance Specialist

As a key member of the Legal & Compliance team, you will collaborate closely with senior leadership, including the **Law & Regulations Senior Manager** and **Executive Director**, to assess, recommend, and implement robust legal frameworks that enhance operational efficiency and mitigate risks. Your contributions will directly influence the development, refinement, and enforcement of **TMC’s laws, regulations, and guidelines**, ensuring they remain competitive, compliant, and aligned with evolving national and international standards.
Key Responsibilities
Your role will encompass a broad spectrum of high-impact responsibilities, including:
- Strategic Legal Research & Compliance: Conduct in-depth research to identify and evaluate international best practices, proposing actionable recommendations to refine **TMC’s legal and regulatory frameworks**. Your insights will guide critical decisions on updates, removals, or enhancements to ensure alignment with **Kingdom of Saudi Arabia (KSA) laws** and global standards.
- Gap Analysis & Process Optimization: Lead comprehensive gap analyses to evaluate current laws, policies, and procurement processes against best practices. Identify inefficiencies and propose **data-driven solutions** to bridge gaps, ensuring seamless compliance with **local content and government procurement mandates**.
- Procurement Law & Governance: Develop and implement **implementation guidelines** for procurement law, ensuring full adherence to regulatory requirements. Your expertise will be instrumental in fostering a culture of **transparency, accountability, and compliance** within procurement operations.
- Legal Documentation & Stakeholder Engagement: Assist in drafting and refining **local content and government procurement laws, regulations, and policies** to align with TMC’s strategic objectives. - Risk Mitigation & Problem-Solving: Proactively identify and address **legal risks** associated with local content and government procurement. Develop and execute **mitigation strategies** to resolve disputes, fraud cases, commercial disputes, and labor-related issues efficiently and effectively.
- Reporting & Performance Excellence: Prepare **timely, accurate, and insightful reports** to support strategic decision-making. Ensure all deliverables meet functional requirements, contributing to **operational excellence and regulatory compliance**.
- Case Management & Resolution: Take ownership of **collection claims, commercial disputes, legal cases, fraud investigations, and labor disputes** transferred from the collection team. Apply analytical rigor and legal expertise to resolve complex issues while maintaining confidentiality and adherence to procedural standards.
- Policy Adherence & Process Improvement: Uphold all relevant **functional policies, SOPs, and standard operating procedures** to ensure consistent, high-quality work outputs. Continuously seek opportunities to enhance processes and drive **best-in-class compliance practices**.

- Proven expertise in **local content and government procurement regulations**, including experience in **gap analysis, policy drafting, and risk mitigation strategies**.
- A strong understanding of **KSA’s legal framework**, including **procurement laws, labor regulations, and commercial dispute resolution mechanisms**.
- Exceptional **analytical, communication, and stakeholder management skills**, with the ability to translate complex legal concepts into **clear, actionable strategies**.
