We are seeking a highly accomplished Senior Traffic and Detour Engineer (PMC) to join our Riyadh office. In this pivotal role, you will lead the technical review of traffic engineering designs, temporary traffic management plans, and road diversion proposals, ensuring seamless alignment with project requirements, regulatory standards, and road authority mandates. Your expertise will be instrumental in maintaining safe access, minimizing disruption, and optimizing traffic flow during construction—delivering solutions that enhance operational efficiency and community resilience.
Key Responsibilities
As a strategic leader within our Project Management Consultancy (PMC) team, your responsibilities will include:
- Technical Review and Consultation: Conduct rigorous reviews of traffic engineering studies, traffic impact assessments, temporary traffic management plans, and detour designs submitted by consultants and contractors. Provide actionable technical recommendations to ensure compliance with project specifications, industry standards, and regulatory frameworks.
- Comprehensive Traffic Analysis: Assess critical elements such as diversion alignments, junction layouts, lane configurations, traffic capacity, construction staging, signage, road markings, barriers, lighting, and provisions for pedestrians and cyclists. Evaluate the operational and safety implications of proposed designs to guarantee uninterrupted access for residents, businesses, public transportation, emergency services, and construction activities.
- Cross-Disciplinary Coordination: Collaborate closely with highway, utilities, structural, construction, and health and safety teams to resolve design interfaces and constructability challenges. Facilitate seamless integration of traffic solutions with broader project objectives.
- Stakeholder Engagement: Serve as a key liaison between the client, road authorities, traffic police, consultants, and contractors. Support permit applications, approval processes, and implementation planning to ensure timely and compliant execution of traffic management strategies.
- Quality Assurance and Compliance: Issue clear, consolidated review comments and track responses to ensure all feedback is addressed and verified before recommending acceptance within the PMC’s delegated authority. Participate in road safety audits and oversee the incorporation of audit findings into revised designs and traffic management proposals.
- Site Inspections and Performance Monitoring: Conduct pre- and post-implementation site inspections to verify compliance with approved plans and identify corrective actions. Monitor traffic performance during construction, analyzing congestion patterns, access restrictions, and safety concerns to recommend data-driven improvements.
- Contractor Oversight and Reporting: Review contractor proposals for modifications to approved traffic arrangements, assessing their safety, operational, and programmatic impacts. Prepare detailed technical reports, review registers, progress updates, and strategic recommendations for PMC management and clients.
Qualifications and Experience
We are seeking a distinguished professional with:
- A Bachelor’s degree in Civil Engineering, Transportation Engineering, or a related discipline, complemented by a robust foundation in traffic engineering principles.
- Minimum 15 years of specialized experience in traffic engineering, road design, temporary traffic management, and diversion planning, with a proven track record of leading complex projects from inception to completion.
- Expertise in reviewing traffic engineering studies, impact assessments, and diversion plans, ensuring adherence to international standards and local regulations.
- Strong analytical and problem-solving skills, with the ability to synthesize technical data and provide strategic insights to enhance project efficiency and safety.
- Exceptional stakeholder management abilities, fostering collaborative relationships with clients, authorities, and multidisciplinary teams to drive successful project outcomes.
- Proven leadership in quality assurance, including the conduct of road safety audits and the implementation of corrective measures based on audit findings.
- Familiarity with GCC market dynamics, including local traffic regulations, construction practices, and community expectations, is highly advantageous.
