Cost Controller – Construction Projects

We are seeking a highly skilled and experienced Cost Controller to join a leading construction organization in Saudi Arabia, responsible for delivering major building and infrastructure projects across Riyadh, Jeddah, and Dammam. This role is ideal for professionals with a dedicated career in Project Cost Control, where you will play a pivotal role in managing budgets, forecasting costs, monitoring financial performance, and ensuring projects remain commercially viable throughout their lifecycle.

This position is not related to Estimation, Quantity Surveying, or Tendering. Candidates with primary experience in these areas will not be considered. The successful candidate will have a strong background in cost control within construction projects, with a focus on financial oversight, reporting, and strategic decision-making to support project success.

Key Responsibilities

• Cost Monitoring and Control: Oversee project costs from initiation to completion, ensuring adherence to approved budgets and identifying variances that require corrective action.
• Budget Management: Develop, maintain, and update project budgets, cost reports, and financial forecasts to provide accurate financial insights to project teams and senior leadership.
• Financial Reporting: Prepare and distribute weekly and monthly cost reports, including Cost-to-Complete (CTC), Estimate at Completion (EAC), and cash flow forecasts to support informed decision-making.
• Cost Analysis and Recommendations: Conduct detailed cost performance analysis and propose corrective measures to mitigate financial risks and optimize project expenditures.
• Change Order Management: Monitor and assess the commercial impact of change orders on project budgets, ensuring alignment with financial objectives.
• Cross-Functional Collaboration: Work closely with Planning, Procurement, Engineering, Finance, and Project Management teams to ensure accurate cost reporting and financial transparency across all project phases.
• Compliance and Standards: Ensure strict adherence to company cost control procedures, financial reporting standards, and regulatory requirements.
• System Maintenance: Maintain and enhance cost control systems, cost coding structures, and financial reporting processes to improve accuracy and efficiency.

Mandatory Requirements

• Experience: Minimum of 8 years of dedicated Cost Controller experience within construction projects, with a career history primarily focused on cost control.
• Education: Bachelor’s Degree in Civil Engineering or a related field.
• Technical Proficiency: Proven ability to prepare and analyze budget reports, cost forecasts, Cost-to-Complete (CTC), Estimate at Completion (EAC), cash flow forecasts, cost variance analysis, and monthly cost reports.
• Software Skills: Strong proficiency in project controls and ERP systems such as Primavera P6, SAP, Oracle, or similar platforms.
• Excel Expertise: Advanced Microsoft Excel skills for financial modeling, data analysis, and reporting.

Preferred Experience

• Hands-on experience with large-scale building, infrastructure, or industrial construction projects.
• Background in EPC (Engineering, Procurement, and Construction) or main contractor environments.
• Prior experience working within Saudi Arabia or the GCC region, with a deep understanding of local construction practices and regulations.
• Strong grasp of project controls, commercial reporting, and financial management in construction settings.
• Excellent communication and stakeholder management skills to liaise effectively with internal and external partners.
