Position Overview
We are seeking a highly skilled and experienced Civil QA&QC Engineer to oversee and ensure the highest standards of quality in all civil construction activities, materials, and workmanship for projects in Saudi Arabia. The ideal candidate will play a pivotal role in implementing and maintaining the Quality Management System (QMS) to guarantee full compliance with project specifications, industry standards, and regulatory requirements, particularly those set forth by the Saudi Energy Efficiency Center (SEC). This position demands a meticulous professional with a strong background in civil engineering quality assurance and control, capable of driving excellence through rigorous inspection, testing, and documentation processes.
Key Responsibilities
The Civil QA&QC Engineer will be responsible for the following core duties to uphold uncompromising quality standards across all project phases:
- Quality System Implementation and Monitoring: Develop, implement, and continuously monitor the Quality Management System (QMS) at the construction site, ensuring strict adherence by all project teams, subcontractors, and stakeholders. Verify that all activities align with the approved project quality plans, specifications, and international standards.
- Documentation and Review: Conduct thorough reviews of civil engineering scopes, design documents, method statements, project quality plans, technical specifications, and applicable codes to ensure alignment with project requirements. Validate material submittals prior to client submission to confirm compliance with specifications and standards.
- Inspection and Testing Oversight: Perform detailed inspections of civil works, including earthworks, concrete structures, steel reinforcement, and finishing activities. Coordinate with third-party consultants and authorized inspection agencies to conduct mandatory inspections and tests. Approve work progress and deliverables only upon verification of compliance with QMS requirements and project standards.
- Subcontractor Quality Assurance: Monitor and evaluate the quality performance of subcontractors and vendors, ensuring their work and supplied materials meet contractual and regulatory standards. Address any deviations or non-conformances promptly and implement corrective actions to maintain project integrity.
- Record Keeping and Reporting: Maintain comprehensive and accurate quality records, including inspection reports, test results, Non-Conformance Reports (NCRs), and Daily Quality Reports (DQRs). Update the Quality Management Tracking System (QMTS) regularly to reflect the current status of quality metrics and project compliance. Prepare detailed reports for internal and client audits, highlighting areas of excellence and opportunities for improvement.
- Audit Support and Continuous Improvement: Actively participate in internal and external audits, providing necessary documentation and facilitating corrective and preventive actions (CAPAs) to resolve identified non-conformances. Contribute to continuous improvement initiatives by analyzing quality data, identifying trends, and recommending enhancements to processes and procedures.
Qualifications and Competencies
To excel in this role, candidates must meet the following professional and educational requirements:
- Education and Experience: Bachelor’s degree in Civil Engineering or a related field. Minimum of 10 years of progressive experience in a Quality Assurance and Quality Control role, with a strong preference for candidates with experience in the construction or industrial sectors, particularly in compliance with SEC requirements.
- Technical Proficiency: In-depth knowledge of construction quality standards, codes, and regulations, including but not limited to Saudi Building Code (SBC), American Society for Testing and Materials (ASTM), and International Organization for Standardization (ISO) standards. Proficient in inspection, testing, and quality control methodologies, with hands-on experience in preparing and reviewing quality documentation.
- Soft Skills and Competencies:
- Exceptional communication skills, both written and verbal, to effectively liaise with clients, consultants, subcontractors, and internal teams.
- Strong analytical and problem-solving abilities to identify quality issues and implement timely corrective actions.
- Meticulous attention to detail and an unwavering commitment to quality excellence.
- High level of accountability, ownership, and professional integrity in all quality-related matters.
- Proficiency in English is mandatory; additional language skills are advantageous.

- Regulatory Compliance: Familiarity with SEC approval processes and requirements is highly desirable. Candidates must be prepared to ensure all project activities adhere to SEC guidelines and other relevant regulatory frameworks.
