We are seeking a highly skilled and experienced Project Planning & Control Manager to join our dynamic Development Control team. In this pivotal role, you will be instrumental in driving the successful delivery of large-scale development projects, ensuring they are executed on time, within budget, and to the highest standards of quality. This position is tailored for professionals with a strong background in owner-side or Project Management Consultant (PMC) experience, specializing in project planning, controls, scheduling, budgeting, and performance reporting across complex, multi-project environments.

Key Responsibilities

As a Project Planning & Control Manager, your core responsibilities will include:

• Strategic Leadership: Lead the project planning and controls function for major development initiatives, ensuring alignment with organizational objectives and regulatory requirements.
• Integrated Planning & Scheduling: Develop, maintain, and rigorously monitor integrated master schedules and comprehensive program plans to ensure seamless project execution.
• Portfolio-Level Reporting: Consolidate project schedules and budgets into high-level portfolio reporting, providing clear insights into performance, risks, and opportunities for senior leadership.
• Performance Monitoring: Continuously track project performance, identifying deviations in schedule and cost, and proactively recommending mitigation strategies to minimize disruptions.
• Stakeholder Coordination: Facilitate effective collaboration with Project Management Consultants (PMCs), contractors, consultants, and internal stakeholders to ensure cohesive project delivery.
• Risk & Critical Path Analysis: Conduct detailed critical path analysis, risk assessments, and progress reporting to anticipate challenges and optimize project outcomes.
• Document & Governance Oversight: Oversee document control processes and ensure strict adherence to governance frameworks, compliance standards, and best practices.

Requirements

To excel in this role, you must meet the following qualifications and experience:

• Education: Bachelor’s degree in engineering or a closely related discipline from an accredited institution.
• Professional Experience: Minimum of 12–15 years of progressive experience in Project Planning & Controls, with a proven track record on the owner side or with a PMC in large-scale development, infrastructure, or real estate projects.
• Technical Proficiency: In-depth expertise in Primavera P6 (mandatory) and a strong command of project scheduling, cost control, budgeting, risk management, and change management processes.
• Executive Communication: Exceptional ability to prepare and present executive-level reports, portfolio plans, and strategic recommendations to stakeholders at all levels.
• Soft Skills: Outstanding stakeholder management, interpersonal, and communication skills, with the ability to influence and drive decision-making across diverse teams.
• Language Proficiency: Fluency in both Arabic and English is highly preferred to facilitate seamless communication in a multicultural and multinational environment.
