About the Role

We are seeking a seasoned Associate Director to lead the City Technology Project Management Office (PMO), serving as the cornerstone for portfolio governance, delivery assurance, demand intake, stage-gate control, and operational readiness across all IT and OT technology towers within QIC City Technology. This pivotal role is responsible for ensuring that all City Technology programs and vendors deliver technology solutions in a controlled, auditable manner, with deliverables meeting defined governance requirements for readiness, documentation, cybersecurity gating, and seamless transition into L2/L3 technology support. The PMO will function as the control tower for all City Technology projects transitioning into run-state operations, providing strategic oversight and operational excellence.

Reporting Structure

  • Reports to: Director — Technology Governance, Architecture, Budget, ITSM Standards & PMO
  • Direct Reports: PMO Managers, Project Governance Leads, Reporting & Controls Analysts

Scope of Responsibility

The Associate Director will oversee delivery and handover domains across the following key areas within City Technology:

  • City Business Applications
  • City Platforms (Integration/IoT/Data)
  • City OT & Smart Systems technology
  • City Physical Security technology
  • City ICT infrastructure and data centers, including City IT/OT Security

Key Responsibilities

Delivery & Handover Governance Framework

Implement and maintain robust Delivery & Handover Governance standards for City Technology programs, including:

  • Standardized reporting templates and cadence
  • Stage-gate criteria and compliance mechanisms
  • RAID log standards and governance
  • Dependency tracking rules and protocols
  • Baseline control requirements for scope, schedule, and cost

Ensure all delivery teams and vendors adhere to governance controls, fostering a culture of accountability and transparency.

Integrated Program Controls

Maintain a comprehensive, integrated view of City Technology delivery progress across towers and suppliers. Key responsibilities include:

  • Tracking delivery milestones, critical path items, and cross-tower dependencies
  • Identifying schedule slippage, scope creep, and delivery risks proactively
  • Escalating issues through established governance forums to mitigate impact

Stage Gates & Assurance (Delivery-to-Run)

Govern and enforce rigorous stage-gate processes to ensure seamless transition from delivery to operational readiness. This includes:

  • Validating design completion readiness as per Technology Design Authorities (TDAs)
  • Ensuring testing and commissioning evidence is complete and compliant
  • Confirming documentation and as-built readiness
  • Verifying operational readiness evidence for transition into technology support
  • Preventing any system progression through gates without required evidence and sign-offs

Risk, Issues, and Dependency Governance (RAID)

Own and enforce RAID governance standards across all City Technology delivery programs. Responsibilities include:

  • Ensuring RAID logs are comprehensive, up-to-date, and actionable
  • Conducting dependency reviews and cross-tower issue resolution sessions
  • Escalating unresolved risks and issues to the appropriate governance levels

Delivery Reporting & Executive Packs

Develop and maintain standardized delivery reporting packs to provide clear, auditable insights into program health. This includes:

  • Schedule health assessments using RAG (Red-Amber-Green) indicators
  • Delivery risk exposure analysis and mitigation strategies
  • Dependency hotspot identification and resolution tracking
  • Milestone achievement reporting and vendor delivery performance indicators
  • Readiness risk assessments for transition to technology support

Ensure all reporting is consistent, auditable, and aligned with corporate standards.

Vendor Delivery & Handover Governance Support

Provide non-commercial oversight to ensure vendors comply with City Technology Delivery & Handover Governance requirements, including:

  • Adherence to reporting cadence and evidence pack submission
  • Compliance with stage-gate readiness criteria
  • Alignment with documentation standards

Provide delivery performance evidence to support:

  • Commercials/Vendor Management functions for contract governance
  • City Technology leadership for escalation and decision-making

Alignment to Governance, Architecture, and Cybersecurity

Ensure all delivery programs comply with:

  • Corporate technology governance processes where applicable
  • City Technology governance and architecture standards
  • Design authority requirements across IT, OT, physical security, platforms, and data
  • Cybersecurity gating requirements to mitigate risks

Track and report exceptions and required waivers through the appropriate governance forums.

Key Interfaces

The Associate Director will collaborate closely with internal stakeholders, including:

  • Director — City Technology Governance & Architecture
  • Tower Directors (Applications, OT, Physical Security, Platforms, Infrastructure, Cybersecurity)
  • City ITSM governance teams
