As a Document Control Manager, you will play a pivotal role in establishing, governing, and leading the comprehensive information management framework for a groundbreaking program in Tabuk, Saudi Arabia. Key Responsibilities
In this critical leadership role, you will be responsible for the following core functions:
- Framework & Governance Setup: Develop, refine, and enforce program-wide document control policies, numbering taxonomies, and standard operating procedures (SOPs) to standardize processes for Parsons teams, contractors, and subcontractors. Ensure alignment with industry best practices and client-specific requirements.
- EDMS Management & Supervision: Oversee the deployment, optimization, and daily administration of the Enterprise Document Management System (EDMS). Maintain metadata compliance, configure system settings, and ensure seamless integration with project workflows to enhance operational efficiency.
- Team Leadership & Quality Assurance: Lead a diverse, multi-national team of document controllers, providing mentorship, guidance, and performance management. Conduct regular quality audits to identify and resolve indexing errors, eliminate backlog delays, and ensure all revisions are accurately captured and distributed.
- Security & Access Control: Implement and enforce robust data confidentiality and security protocols in strict adherence to client mandates and Parsons’ data privacy standards. Safeguard sensitive or restricted project files, mitigating risks associated with unauthorized access or data breaches.
- Reporting & Progress Tracking: Generate specialized document status metrics, turnaround-time analytics, and engineering submittal reports for Senior Project Directors. Identify workflow bottlenecks, recommend corrective actions, and provide actionable insights to optimize document control processes.
Qualifications & Skills
To excel in this role, you must possess the following qualifications and competencies:
- Experience: A minimum of 15 years of progressive experience in document control and records management within world-class, mega-scale construction and infrastructure programs. Proven leadership or managerial experience in a high-stakes environment is essential.
- Education: A Bachelor’s degree in Business Administration, Information Management, Engineering, or a related field from an accredited institution. Professional certifications in Information Governance or Records Management are highly advantageous.
- Technical Expertise: Advanced proficiency with major industry-standard EDMS platforms, including Aconex, ProjectWise, or PMWeb. A deep understanding of engineering drawings, design stages, and contract closeout documentation workflows is required.
- Desired Attributes:
- Willingness to relocate to and work full-time in the Tabuk region.
- Direct experience managing complex information systems for Saudi Arabian giga-projects, such as NEOM, Trojena, Oxagon, or Red Sea Global, is highly preferred.
- Exceptional organizational capabilities, meticulous attention to detail, and a flawless command of technical English.
- Strong leadership skills to guide contractors and maintain rigid compliance under aggressive program timelines.
