Lead the Digital Transformation of a World-Defining Giga Project in Saudi Arabia

Parsons is seeking a visionary and strategic Head of Enterprise Architecture to architect the future of one of the most ambitious sustainable developments in the world—the Giga project in Tabuk, Saudi Arabia. This executive-level role is pivotal in defining, designing, and governing a resilient, scalable, and cutting-edge digital ecosystem that integrates IT, Operational Technology (OT), smart city infrastructure, and business capabilities. As the digital architect of this transformative initiative, you will craft a holistic enterprise architecture strategy that aligns technology with business objectives, ensuring the project sets new benchmarks in innovation, sustainability, and operational excellence.

Key Responsibilities

• Strategic Architecture Leadership: Develop and maintain the enterprise-wide architecture strategy, including target architectures, roadmaps, and governance frameworks across business, data, applications, and technology domains to support the Giga project’s long-term vision.
• Giga-Scale Integration & Innovation: Oversee the seamless integration of complex ecosystems, including Smart City platforms, IoT networks, AI-driven infrastructure, and large-scale enterprise systems such as ERP, GIS, and BIM. Evaluate and implement emerging technologies like edge computing, next-gen connectivity, and blockchain to enhance operational efficiency and sustainability.
• Governance & Compliance: Establish and chair the Enterprise Architecture Review Board to ensure all technological initiatives comply with global standards, cybersecurity frameworks, and project-specific governance requirements. Champion a culture of accountability and excellence in architectural decision-making.
• Executive Stakeholder Engagement: Serve as the trusted digital advisor to client executives, government entities, and delivery partners. Translate intricate technical concepts into clear, actionable business outcomes, fostering alignment and driving informed decision-making at the highest levels.
• Team Leadership & Capability Building: Lead and mentor a high-performing team of solution, data, and infrastructure architects. Cultivate an environment of innovation, collaboration, and continuous improvement, empowering your team to deliver exceptional results.
• Research & Development: Stay at the forefront of technological advancements by evaluating and integrating next-generation solutions that enhance the project’s digital maturity and future-proof its delivery.

Qualifications & Experience

To excel in this role, you must possess:

• Proven Expertise: Minimum of 20 years of progressive IT and technology experience, with at least 8–10 years in a senior architecture leadership role overseeing multi-billion-dollar programs, mega-projects, or smart city developments.
• Educational Background: Bachelor’s or Master’s degree in Computer Science, Information Technology, Software Engineering, or a related field.
• Certifications: TOGAF 9.x/Certified Enterprise Architect (CEA), Zachman, or Scaled Agile (SAFe) certifications are highly preferred and will be considered a significant advantage.
• Technical Proficiency: Deep knowledge of cloud-native architectures (AWS, Azure), data mesh/analytics, IoT/OT integration, and large-scale digital twin environments.
• Soft Skills: Exceptional leadership, political acumen, and storytelling abilities to influence C-suite stakeholders and align diverse, multicultural teams. The ability to navigate complex organizational dynamics and drive consensus is essential.
• Location & Mobility: Willingness to relocate and operate on-site in Tabuk, Saudi Arabia, to lead this transformative initiative from the ground up.
