Position Overview

In this pivotal role, you will play a critical part in the development, implementation, and maintenance of cost control and contract management functions, ensuring alignment with project objectives and organizational standards. Reporting to the Department Manager, you will contribute to the successful execution of large-scale projects by providing strategic financial oversight, cost analysis, and contract administration expertise.
Key Responsibilities
As a Contracts Administrator, your core responsibilities will encompass a wide range of financial and contractual duties, including:
- Cost Control and Financial Oversight: Collaborate with cross-functional teams to ensure accurate cost allocation and visibility across all project activities, maintaining full transparency for stakeholders.
- Budget and Forecasting Management: Develop, monitor, and manage project budgets, including resource allocation, revenue projections, and cost forecasting in alignment with the Work Breakdown Structure (WBS).
- Financial Reporting and Analysis: Prepare and present detailed financial reports, including earned value management (EVM) and cost performance metrics, to support informed decision-making.
- Change Control and Variance Analysis: Conduct rigorous variance analysis against baseline projections, identifying discrepancies and recommending corrective actions to mitigate risks and optimize project performance.
- Contract Administration: Assist in the preparation, review, and administration of contracts, ensuring compliance with organizational policies and regulatory requirements. Interface with clients and stakeholders as needed to address contractual inquiries and resolve issues.
- Strategic Planning Support: Support the Project Director in reviewing and finalizing business plans, customizing project control systems to meet specific project requirements, and ensuring alignment with industry best practices.
- Stakeholder Engagement: Participate in monthly and quarterly reviews, providing insights and justifications for variances while collaborating with project teams to enhance financial and operational efficiency.
- System Enhancement: Leverage historical data and industry trends to refine forecasting models, improve future planning accuracy, and drive continuous improvement in project control methodologies.
Qualifications and Skills
To excel in this role, you must possess the following qualifications and competencies:
- Education: A Bachelor’s degree in Accounting, Finance, Quantity Surveying (QS), or a related field from an accredited university or institution is required.
- Professional Certification: A valid SOCPA-registered certificate is mandatory, along with a minimum of 4 years of hands-on experience in cost management, forecasting, and financial reporting within mega engineering construction or entertainment construction projects.
- Technical Proficiency: Advanced proficiency in Microsoft Office Suite, particularly Excel, and experience with Power BI for data visualization and reporting are essential.
- Communication Skills: Exceptional written and oral communication skills in English are required to effectively collaborate with global teams and stakeholders.
- Desired Qualifications: Professional certifications such as CA, CPA, or ACCA will be highly advantageous. Prior experience with Project Management Consultants (PMC) and Main Contractors is preferred, along with a deep understanding of industry practices and standards.
