Commercial Specialist (Saudi National)

About the Role

Parsons is seeking a highly motivated and skilled Commercial Specialist (Saudi National) to join our dynamic team in Tabuk. This pivotal role will involve developing, implementing, and maintaining robust cost control functions and protocols to support the department manager on large-scale projects. As a key contributor to our financial and operational success, you will collaborate with cross-functional teams to ensure accurate cost tracking, budget management, and financial reporting, driving efficiency and accountability across the organization.

Key Responsibilities

In this position, you will play a critical role in shaping the financial health of our projects by executing the following responsibilities:

• Cost Control & Budget Management: Develop and maintain cost control functions, ensuring all project costs are accurately recorded and aligned with established budgets. Collaborate with various departments to guarantee proper cost allocation and visibility for all stakeholders.
• Financial Analysis & Reporting: Provide comprehensive financial and cost analysis, including earned value management and cost performance reporting. Prepare and update weekly and monthly cost tracking reports to monitor project financial health and identify trends.
• Budget Development & Forecasting: Establish baseline budgets, including resource, revenue, and cost projections, in coordination with project teams and the Project Manager. Utilize historical data and industry trends to create realistic forecasts and support future planning initiatives.
• Variance Analysis & Corrective Actions: Conduct detailed variance analysis against baseline projections, identifying discrepancies and recommending corrective measures to mitigate risks and optimize financial performance.
• Stakeholder Collaboration: Interface with clients, attend regular meetings, and provide statistical reports to ensure transparency and alignment with project objectives. Support the Project Director in reviewing and finalizing business plans to enhance project viability.
• System Customization & Support: Tailor project control systems to meet specific project requirements, ensuring adaptability and efficiency. Provide specialized guidance to resolve complex cost control challenges and support the resolution of financial discrepancies.

Required Qualifications

To excel in this role, you must possess the following qualifications and experience:

• A Bachelor’s degree in accounting, finance, or a related field from an accredited university or institution.
• A minimum of 4 years of experience in cost management, forecasting, and financial reporting within mega engineering construction or entertainment construction projects.
• A SOCPA-registered certificate is mandatory for this position.
• Advanced proficiency in English, both written and verbal, to facilitate clear communication with stakeholders.
• Strong MS Office skills, particularly in Excel, and experience with Power BI for data visualization and reporting.

Preferred Qualifications

While not mandatory, the following skills and experiences will enhance your candidacy for this role:

• Professional certifications such as CA, CPA, or ACCA.
• Prior experience working with Project Management Consultants (PMC) or Main Contractors in a similar capacity.
• A deep understanding of industry practices and standards in cost control and financial management.
