Senior Wet Utilities Engineer – Construction Supervision Role

We are seeking a highly experienced Senior Wet Utilities Engineer to oversee the installation, testing, and commissioning of potable water, wastewater, and drainage network systems on a large-scale construction project in Riyadh, Kingdom of Saudi Arabia. This pivotal role involves ensuring strict adherence to design specifications, industry standards, and regulatory requirements, particularly those outlined by the National Water Company (NWC). The successful candidate will provide expert technical oversight, coordinate with multidisciplinary teams, and deliver compliant utility infrastructure critical to the project’s success.

Key Responsibilities

• Wet Utilities Supervision: Lead the supervision of potable water and wastewater network construction, including the installation and testing of an 800mm National Water Company (NWC) potable water network. Ensure all works comply with approved designs, technical specifications, and applicable regulations.
• Submittal Review and Compliance: Evaluate contractor shop drawings, material submittals, and wet utilities design documentation to verify alignment with project requirements and NWC standards. Identify discrepancies and recommend corrective actions to maintain compliance.
• Site Verification and Quality Assurance: Conduct on-site inspections to verify pipeline installation, jointing techniques, pressure testing, and chlorination/commissioning procedures. Ensure all testing protocols meet NWC and international engineering standards.
• Interface Coordination: Facilitate seamless integration of wet utilities works with civil, structural, and roadworks activities. Collaborate with cross-functional teams to resolve conflicts, optimize workflows, and ensure timely project delivery.
• Progress Reporting and Issue Resolution: Prepare detailed progress reports on wet utilities activities, highlighting technical challenges, deviations, and resolutions. Communicate findings to the Resident Engineer or Construction Manager to support informed decision-making.
• Technical Oversight and Mentorship: Provide expert guidance across multiple interfacing water and wastewater network packages, ensuring consistent application of best practices and adherence to project timelines. Mentor junior engineers and site staff to uphold quality and safety standards.

Qualifications and Experience

The ideal candidate will possess a Bachelor’s degree in Civil, Mechanical, or Utilities Engineering from a recognized institution. With a minimum of 12 years of overall relevant experience, including at least 2 years in a similar supervisory role and 5 years of regional experience in the Middle East, the candidate should demonstrate a proven track record in managing large-diameter potable water transmission networks (600mm+).

Fluency in spoken, written, and read English is essential, and familiarity with NWC specifications and approval processes in Saudi Arabia is highly desirable. The role requires hands-on experience in construction supervision, with a strong emphasis on quality control, regulatory compliance, and stakeholder coordination.

This position is based at the project site in Riyadh, Kingdom of Saudi Arabia, where the candidate will be responsible for on-site supervision, inspection, and coordination activities. The role demands a proactive approach, attention to detail, and the ability to thrive in a dynamic, fast-paced construction environment.
