Senior Quality Engineer – Infrastructure & Utility QA/QC Oversight

We are seeking a highly experienced and proactive Senior Quality Engineer to join our team in Riyadh, Kingdom of Saudi Arabia, where you will play a pivotal role in ensuring the highest standards of quality assurance and control across critical infrastructure, roads, and utility projects. This position is ideal for a seasoned professional with a strong technical background, extensive regional experience, and a proven track record in managing complex QA/QC processes within large-scale construction and development environments.

Key Responsibilities

The Senior Quality Engineer will be responsible for implementing, monitoring, and maintaining robust QA/QC procedures for an assigned infrastructure or utility package, ensuring compliance with project specifications, industry standards, and regulatory requirements. Your role will encompass a broad spectrum of quality management activities, including the review of Inspection and Test Plans (ITPs), witnessing critical inspections, and verifying material and workmanship compliance to mitigate risks and prevent non-conformances. You will also be tasked with managing Non-Conformance Reports (NCRs) from identification through to closure, ensuring timely resolution and corrective actions.

In addition to your hands-on QA/QC responsibilities, you will provide essential support to the Quality Manager by assisting in audits, preparing detailed reports, and contributing to continuous improvement initiatives. Collaboration is a cornerstone of this role, as you will work closely with construction supervision teams, design engineers, and other stakeholders to align quality objectives across multiple interfacing packages. Your expertise should span multiple package types, including roads, wet utilities, and dry utilities/high-voltage systems, enabling you to deliver comprehensive quality oversight on diverse project scopes.

Core Duties

• QA/QC Implementation: Develop, implement, and enforce quality assurance and control procedures tailored to the specific requirements of your assigned package, ensuring adherence to project specifications and industry best practices.
• Inspection & Testing Oversight: Review and approve Inspection and Test Plans (ITPs), witness critical inspections, and verify the compliance of materials and executed works with approved standards and regulatory requirements.
• Non-Conformance Management: Lead the identification, documentation, and resolution of non-conformances through the issuance and tracking of Non-Conformance Reports (NCRs), ensuring corrective actions are implemented and verified for closure.
• Support to Quality Management: Assist the Quality Manager in conducting audits, preparing quality reports, and identifying opportunities for process improvements to enhance overall project quality outcomes.
• Cross-Functional Coordination: Facilitate seamless communication and collaboration between construction supervision teams, design engineers, and other stakeholders to ensure alignment on quality objectives and consistent QA/QC delivery across all interfacing packages.
• Multi-Package Expertise: Demonstrate experience in overseeing quality assurance for diverse package types, including roads, wet utilities, and dry utilities/high-voltage systems, to provide holistic quality oversight on large-scale developments.

Qualifications & Experience

To excel in this role, you must possess a Bachelor’s degree in Engineering or an equivalent qualification from a recognized institution. With a minimum of 15 years of overall relevant experience in quality assurance and control, including at least 5 years in a similar role within the Middle East, you will bring a wealth of knowledge and expertise to our team. Fluency in spoken, written, and read English is essential to effectively communicate with stakeholders and ensure clarity in documentation and reporting.
