About the Role

We are seeking a proactive and versatile HR & Administration Manager to oversee the entire HR function for a rapidly expanding Saudi company. This is a standalone HR role, requiring the successful candidate to independently manage both strategic and operational HR responsibilities without reliance on a larger team. The position encompasses a broad spectrum of HR duties, including recruitment, employee relations, performance management, HR operations, government platform compliance, policy development, contract management, payroll coordination, disciplinary actions, and general administration.

The ideal candidate will be highly organized, responsive, and capable of confidently engaging with employees at all levels while providing strategic guidance to management. This role demands a practical and hands-on approach, ensuring seamless HR processes and adherence to local labor regulations.

Key Responsibilities

Recruitment and Workforce Planning

  • Oversee the end-to-end recruitment process, from crafting job descriptions to final hiring and onboarding.
  • Source, screen, and conduct initial interviews, followed by coordination with management for final interviews and offer negotiations.
  • Enhance hiring efficiency by improving decision-making speed and quality, while maintaining a talent pipeline for high-demand roles.
  • Collaborate with leadership to assess staffing needs and define precise role requirements.
  • Manage onboarding processes and monitor probationary periods for new hires.

HR Operations

  • Prepare and maintain essential HR documentation, including employment contracts, employee records, formal communications, disciplinary notices, salary adjustments, promotions, and other administrative materials.
  • Ensure the accuracy and completeness of employee files and HR records.
  • Monitor attendance, leave requests, vacations, absences, and employee status updates.
  • Coordinate monthly payroll inputs with the finance team and verify HR-related payroll data.
  • Manage seamless onboarding and offboarding processes, including final settlements, clearance procedures, documentation, and handover protocols.

Saudi HR Platforms and Compliance

  • Administer HR-related government platforms, including Qiwa, GOSI, Mudad, and other regulatory systems.
  • Ensure full compliance with Saudi Labour Law and company policies in all employment practices.
  • Monitor contract renewals, employee documentation, Saudization (Nitaqat) requirements, and other legal obligations.
  • Proactively inform management of regulatory changes or potential HR-related risks.

Employee Relations and Performance Management

  • Address employee grievances, workplace conflicts, and disciplinary matters with professionalism and discretion.
  • Conduct thorough investigations when necessary and document findings accurately.
  • Prepare and issue warnings or disciplinary actions in alignment with company policies and Saudi regulations.
  • Support managers in resolving performance issues and implementing structured performance management processes.
  • Facilitate probation evaluations and periodic performance reviews, recommending appropriate actions such as development plans, promotions, restructuring, or terminations.

Policies and Organizational Development

  • Develop and maintain practical HR policies, procedures, job descriptions, and employee guidelines.
  • Assist in defining reporting structures, responsibilities, and organizational frameworks to support company growth.
  • Enhance HR processes through technology and automation where feasible.
  • Identify recurring workforce challenges and propose effective solutions.
  • Collaborate with management to foster a culture of accountability, ownership, professionalism, and high performance.

Administration

  • Handle general administrative tasks related to employees, including insurance coordination, documentation requests, certificates, and internal administrative inquiries.
  • Maintain meticulous records and ensure adherence to critical HR deadlines.
  • Provide support to management on additional administrative responsibilities as required.

Required Qualifications

Applicants must possess a minimum of 3–5 years of hands-on HR experience, with a proven ability to manage multiple HR functions independently rather than specializing in a single area. Strong recruitment and candidate assessment skills are essential, along with practical knowledge of Saudi Labour Law and local HR practices. Experience with government platforms such as Qiwa, GOSI, and Mudad is highly desirable. The ideal candidate will demonstrate expertise in employee relations, disciplinary actions, contract management, onboarding, offboarding, and general HR administration.
