Senior Safety Engineer (National / Non-National)

Role Purpose

As a Senior Safety Engineer, you will serve as the primary HSE authority on-site, leading the safety engineering function for onshore production and maintenance operations. This pivotal role is responsible for ensuring that all operations and maintenance activities are executed in strict adherence to Saudi Aramco’s safety standards, Front End HSE policies, and Saudi labor and civil defense regulations. In addition to overseeing compliance, you will mentor junior Safety Engineers, foster a proactive safety culture, and drive continuous improvement across both national and non-national teams.

Key Responsibilities

• Safety Leadership and Compliance: Lead the implementation of the site-specific HSE plan, Saudi Aramco Construction Safety Manual (CSM), General Instructions (GIs), and applicable SAES standards across all operations and maintenance activities. Ensure full compliance with regulatory requirements and internal policies.
• Risk Assessment and Work Permit Oversight: Review, approve, and validate Job Safety Analyses (JSA), risk assessments, and method statements for maintenance, shutdown, and production support work. Oversee the Work Permit System, including hot work, confined space, excavation, and lifting permits, while verifying isolation and gas-testing compliance prior to work commencement.
• Incident Management and Investigation: Lead incident investigations, perform root cause analyses, and track corrective actions to prevent recurrence. Ensure timely reporting of incidents in accordance with client and statutory requirements, maintaining transparency and accountability.
• Safety Audits and Inspections: Conduct planned inspections, safety audits, and management walkthroughs to identify hazards and non-compliance issues. Collaborate with area supervisors to close out findings and implement corrective measures promptly.
• Training and Competency Development: Develop and deliver comprehensive HSE training programs, toolbox talks, and emergency response drills, including fire safety, hydrogen sulfide (H2S) management, and evacuation procedures. Mentor and supervise Safety Engineers and safety support staff to ensure competency and certification currency.
• Stakeholder Engagement and Performance Monitoring: Interface with the client’s Loss Prevention and Operations teams to review safety performance metrics, KPIs, and improvement initiatives. Champion behavior-based safety practices, near-miss reporting, and the authority to stop unsafe work across the workforce.

Minimum Qualifications & Experience

• Education: Bachelor of Science (BSc) degree in Safety & Fire Engineering or any engineering discipline from a recognized institution.
• Professional Experience: Minimum of five (5) years of hands-on experience as a Safety Engineer in the Oil & Gas or Petrochemical industry, with a proven track record in implementing safety management systems and regulatory compliance.
• Technical Knowledge: In-depth understanding of Saudi Aramco safety standards, including the Construction Safety Manual (CSM), General Instructions (GIs), and SAES standards. Familiarity with the Work Permit System is essential; prior experience working on Aramco sites is highly advantageous.
• Certifications and Registration: Recognized HSE certifications such as NEBOSH International General Certificate/Diploma, OSHA 30, or IOSH are preferred. Must be registered with the Saudi Council of Engineers (SCE) or eligible for registration if a non-national candidate.
• Language and Licensing: Fluency in English is mandatory; proficiency in Arabic is considered a valuable asset. A valid Saudi driving license is preferred.
