Senior Systems Engineer

Position Overview

SAIC is seeking a highly skilled and experienced Senior Systems Engineer to support the U.S. Navy’s Foreign Military Sales (FMS) C4I modernization program for the Royal Saudi Naval Forces (RSNF). This critical role will be based on-site in Riyadh, Jubail, and Jeddah, Saudi Arabia, providing direct engineering support to the Naval Information Warfare Systems Command (NAVWAR) program office. The selected candidate will lead comprehensive systems engineering efforts, including requirements analysis, technical site surveys, system verification, and analysis of alternatives (AoA) for integrating Commercial Off The Shelf (COTS) and C4I capabilities into RSNF platforms and shore facilities. This position requires frequent interaction with senior U.S. Government and Saudi military officials, as well as the production of technical documentation suitable for foreign disclosure release.

Key Responsibilities

The Senior Systems Engineer will be responsible for the following core duties and deliverables:

• End-to-End Systems Engineering: Lead the design, integration, and verification of C4I capabilities, including GCCS, NAVMACS, HF/UHF/VHF radios and antennas, Tactical Data Links (Link-11/16/22), CENTRIXS, Network Communications, SATCOM, ADSI, and VBSS systems deployed across RSNF afloat and ashore platforms.
• Technical Site Surveys: Conduct detailed technical assessments at RSNF facilities in Riyadh, Jubail, and Jeddah to capture as-built configurations, identify operational gaps, and translate these findings into actionable engineering requirements.
• System Verification and Testing: Plan, execute, and document System Operation Verification Tests (SOVTs), including the development of test procedures, witnessing installations, identifying discrepancies, and driving resolution efforts to ensure compliance with technical specifications.
• Analysis of Alternatives (AoA): Research, evaluate, and conduct trade studies for COTS products such as radars, GPS, AIS, Radio Direction Finding systems, EO cameras, GMDSS, APS, Emergency Radio, FOTN, CCTV, Video Display, and VTC systems. Provide data-driven recommendations to support acquisition decisions.
• Systems Engineering and Technical Reviews (SETR): Support critical SETR events, including System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Test Readiness Review (TRR). Prepare and present engineering artifacts to stakeholders, including U.S. Government personnel and RSNF officials.
• Technical Documentation and Foreign Disclosure: Author, review, and sanitize technical documentation for foreign disclosure purposes. Coordinate with the U.S. Government Foreign Disclosure Office to ensure compliance with disclosure requirements and obtain necessary approvals.
• Stakeholder Engagement: Interface directly with U.S. Government stakeholders, including NAVWAR program managers, GS-15 civilians, and O-6 field-grade officers, as well as senior RSNF military and government officials to align technical solutions with operational needs.
• Program Management Support: Contribute engineering inputs to the Integrated Master Schedule (IMS) and present schedule status updates to program leadership using MS Project and MS PowerPoint. Identify, document, and mitigate technical risks, escalating any cost, schedule, or performance impacts to the Program Manager as necessary.
• Compliance and Security: Ensure strict adherence to OCONUS work, security, and country-clearance requirements. Maintain a valid U.S. passport and all necessary documentation to work in the Kingdom of Saudi Arabia.

Qualifications and Skills

To qualify for this role, candidates must meet the following requirements:

• Education: Bachelor’s degree in an Engineering field from an accredited institution.
• Experience: Minimum of five (5) years of relevant experience in systems engineering, with a focus on C4I systems and COTS integration.
• Clearance: Active Secret security clearance with the ability to maintain; U.S. citizenship is required.
• Technical Expertise:
  • Five or more years of hands-on experience with C4I systems, including GCCS, NAVMACS, Tactical Data Links, radios/antennas, SATCOM, ADSI, or similar platforms.
  • Three or more years of experience with COTS equipment such as radars, GPS, EO cameras, GMDSS, APS, FOTN, CCTV, or VTC systems.
  • Proven expertise in foreign disclosure processes, technical documentation sanitization, site surveys, SOVTs, or AoAs for COTS products.
• Analytical and Problem-Solving Skills: Strong ability to analyze complex C4I systems and network communications challenges, developing effective solutions to meet operational requirements.
• OCONUS Experience: Demonstrated experience working overseas in security cooperation efforts, engaging with senior military or government officials from the U.S. or foreign entities.
• Desired Qualifications: Three or more years of experience with NAVWAR prime mission products and supporting SETR events. Completion of DISAM Security Cooperation Management (SCM) courses (e.g., SCM-CONUS) and/or DISA certifications is a plus.

Work Environment and Travel

This position is based in Al Jubail, Eastern Province, Saudi Arabia, with travel requirements of up to 25% of the time to other locations within Saudi Arabia. The role operates under a full-time schedule with day-shift hours. Candidates must be prepared to comply with all OCONUS work, security, and country-clearance requirements, including maintaining a valid U.S. passport and Saudi work documentation.
