Tendering Engineer

Position Overview

We are seeking a highly motivated and detail-oriented Tendering Engineer to join our dynamic team. Key Responsibilities

• Tender Document Analysis: Thoroughly review Requests for Proposals (RFPs), Requests for Quotations (RFQs), and tender documents to accurately assess project scope, technical requirements, and deliverables. Identify critical elements that influence bid strategy and proposal development.
• Proposal Development: Lead the preparation of comprehensive technical and commercial proposals that effectively address client needs while showcasing the company’s strengths, capabilities, and competitive advantages. Ensure proposals are meticulously structured, compliant with tender requirements, and aligned with organizational standards.
• Cross-Functional Collaboration: Work closely with engineering, procurement, finance, and other departments to gather essential inputs, including cost estimates, material specifications, labor requirements, and subcontractor details. Facilitate seamless communication to ensure all bid components are accurate and cohesive.
• Cost Estimation and Pricing: Conduct detailed quantity take-offs, cost analysis, and pricing for materials, labor, equipment, and subcontractor services. Utilize industry-standard tools and methodologies to develop competitive yet sustainable pricing structures.
• Compliance and Quality Assurance: Ensure all proposals adhere to technical specifications, regulatory requirements, and company policies. Address any discrepancies or clarifications promptly, maintaining meticulous records of tender-related communications and documentation.
• Bid Management and Support: Manage tender clarifications, addenda, and correspondence with clients, consultants, or stakeholders. Provide expert support during bid reviews, negotiations, and post-award project handover, ensuring a smooth transition from tender submission to project execution.
• Process Optimization: Contribute to the continuous improvement of tendering processes, templates, and proposal quality. Identify opportunities to enhance efficiency, reduce turnaround times, and elevate the standard of bid submissions across the organization.
• Record Keeping and Reporting: Maintain accurate and up-to-date tender tracking records, cost databases, and bid archives. Generate reports on bid performance, win rates, and cost trends to support strategic decision-making.

Qualifications and Experience

• Educational Background: Bachelor’s degree in Architecture Engineering, Civil Engineering, or a related field, with a specialization in tendering or project management considered a strong asset.
• Professional Experience: Minimum of 2–5 years of hands-on experience in tendering, proposal engineering, or bid management within the construction, infrastructure, or industrial projects sector, preferably within Saudi Arabia. Demonstrated success in preparing and managing competitive tenders is essential.
• Technical Proficiency: In-depth knowledge of RFP/RFQ preparation, project costing methodologies, Bill of Quantities (BOQ), and technical documentation. Familiarity with industry-specific software and tools for cost estimation and proposal development is highly desirable.
• Analytical and Communication Skills: Exceptional analytical abilities to interpret complex tender documents and translate requirements into compelling proposals. Strong written and verbal communication skills to liaise effectively with internal teams and external stakeholders.
• Attention to Detail: A meticulous approach to work, with a keen eye for accuracy in cost calculations, compliance checks, and documentation to mitigate risks and enhance bid success rates.
