Finance Manager – Strategic Leadership for Saudi Arabian Operations

Key Responsibilities

As the central finance authority for all KSA entities, you will oversee end-to-end financial operations, ensuring alignment with IFRS standards while driving operational efficiency and strategic decision-making. Your responsibilities will include:

• Financial Reporting and Governance: Lead the monthly, quarterly, and annual closing cycles for all KSA entities, delivering comprehensive reporting packages to senior leadership, including the Chief Delivery Officer, Group CFO, and Group Finance. Prepare and present statutory financial statements in compliance with IFRS as mandated in Saudi Arabia, while coordinating both internal and external audits seamlessly.
• Internal Controls and Compliance: Design, implement, and continuously refine the internal control framework, accounting policies, and delegation of authority to ensure robust financial governance across all KSA companies. Support the consolidation and multi-country reporting requirements of the Regional Headquarters (RHQ) structure, maintaining alignment with global standards.
• Project Finance and Cost Management: Serve as the financial control point for all project transactions, including IPC workings, certified revenue, billing, advance recovery, retention, and receipt allocation. Validate purchase orders, contract values, and vendor invoices through rigorous three-way matching against approved project documentation, GRNs, and certifications. Maintain an accurate project cost ledger, encompassing direct costs, subcontractor expenses, materials, work-in-progress (WIP), accruals, and cost-to-complete analysis.
• Performance Analytics and Reporting: Develop and present project financial dashboards, including P&L up to gross margin, PO utilization, cost forecasts, and cash projections. Assess the financial implications of variations and claims, collaborating directly with Delivery and Projects teams to mitigate risks and optimize project outcomes.
• Cash Flow and Treasury Management: Oversee cash flow forecasting, project account funding, bank relationships, and financial facility support. Ensure timely reconciliations and liquidity management to sustain operational excellence across all entities.
• Tax, Zakat, and Regulatory Compliance: Compile, review, and submit all mandatory filings, including VAT, WHT, CIT, and Zakat obligations, while ensuring compliance with ZATCA e-invoicing requirements. Support transfer pricing documentation and collaborate with legal and governance teams to maintain statutory registrations and renewals.
• Team Leadership and Process Standardization: Lead and mentor the KSA finance team, fostering a culture of accountability and continuous improvement. Standardize finance SOPs for both project and non-project workflows, ensuring consistency and scalability across all entities.

Qualifications and Experience

We are seeking a seasoned finance professional with a proven track record in high-impact leadership roles. Ideal candidates will possess:

• A Bachelor’s degree in Accounting, Finance, or a related discipline, complemented by a professional qualification (SOCPA, CPA, ACCA, CA, or CMA)—highly preferred.
• Minimum 8 years of progressive finance experience, with at least 3 years in a Finance Manager or equivalent leadership position. Prior experience in the construction, real estate, or hospitality sectors is a significant advantage.
• Deep expertise in IFRS financial reporting, project finance, and cost control, with a strong ability to interpret financial data for strategic decision-making.
• Proven skills in tax compliance, Zakat management, and regulatory filings within a Middle Eastern or international context.
• Exceptional leadership abilities to build and develop finance teams, drive process standardization, and ensure adherence to global and local best practices.
• Excellent communication and stakeholder management skills, with the ability to interface seamlessly between finance, operations, and senior leadership.
