Associate Director, Requirements and Capabilities

Position Overview

Key Responsibilities

The Associate Director, Requirements and Capabilities will be responsible for overseeing the development, documentation, and implementation of comprehensive requirements and capabilities frameworks. Your core duties will include:

• Requirements Management: Lead the elicitation, analysis, and documentation of stakeholder requirements to ensure alignment with business objectives and customer expectations. Collaborate with cross-functional teams to translate high-level needs into actionable technical specifications.
• Capabilities Development: Define and refine the capabilities required to support program objectives, ensuring that solutions are scalable, sustainable, and aligned with industry best practices. Monitor emerging technologies and trends to identify opportunities for capability enhancement.
• Strategic Planning: Develop and execute strategic plans to enhance requirements and capabilities processes, fostering continuous improvement and operational efficiency. Align initiatives with organizational goals to drive long-term success.
• Stakeholder Engagement: Act as a liaison between technical teams, program managers, and senior leadership to ensure clear communication and alignment on requirements and capabilities. Facilitate workshops, reviews, and decision-making forums to garner input and secure buy-in.
• Compliance and Governance: Ensure adherence to regulatory, security, and quality standards throughout the requirements and capabilities lifecycle. Implement robust governance frameworks to mitigate risks and ensure compliance with internal and external policies.
• Team Leadership: Mentor and guide a team of requirements analysts, capabilities specialists, and supporting staff. Foster a culture of accountability, collaboration, and innovation to achieve operational excellence.

Qualifications and Experience

To excel in this role, candidates must possess the following qualifications and experience:

• Education: A bachelor’s degree in Engineering, Business Administration, Systems Engineering, or a related field is required. An advanced degree (e.g., MBA, MS) is highly desirable.
• Experience: Minimum of 10 years of progressive experience in requirements management, capabilities development, or a related discipline, with at least 5 years in a leadership or supervisory role. Experience in the defense, aerospace, or technology sectors is preferred.
• Technical Skills: Proficiency in requirements management tools (e.g., DOORS, Jama, Confluence) and methodologies (e.g., Agile, Waterfall). Strong understanding of systems engineering principles, architecture frameworks, and lifecycle management processes.
• Soft Skills: Exceptional communication, negotiation, and presentation skills. Ability to influence stakeholders at all levels and drive consensus in complex, high-stakes environments. Strong analytical and problem-solving abilities with a focus on results-driven outcomes.
• Certifications: Relevant certifications such as Certified Requirements Management Professional (CRMP), Project Management Professional (PMP), or Certified Systems Engineering Professional (CSEP) are advantageous.
