Within our newly established Project Management Office (PMO), you will drive excellence in traffic signal design, junction optimization, temporary traffic management, and Intelligent Transportation Systems (ITS) while collaborating with cross-functional teams to ensure seamless project execution.

Key Responsibilities

Your role will encompass strategic leadership, technical excellence, and collaborative project delivery. Key responsibilities include:

• Strategic Traffic Engineering Leadership: Oversee the development and execution of traffic engineering designs—including signal timing, junction layouts, temporary traffic control plans, and ITS implementations—ensuring alignment with national and international best practices such as MUTCD, AASHTO, and ITE guidelines.
• Project Scope & Resource Management: Define, manage, and deliver traffic engineering tasks with precision, balancing scope, schedule, and budget while monitoring progress and resource allocation to meet project milestones.
• Stakeholder & Technical Communication: Provide clear, actionable updates to project managers on project status, risks, and mitigation strategies, while presenting technical findings and recommendations to senior leadership.
• Collaborative Design & Coordination: Lead interdisciplinary teams in developing comprehensive traffic engineering solutions, integrating insights from surveyors, roadway designers, and other subject matter experts to ensure cohesive and high-quality deliverables.
• Traffic Data Analysis & Optimization: Conduct rigorous traffic studies using advanced tools such as HCS, TransModeler, Synchro, and SimTraffic to analyze traffic patterns, assess safety measures, and propose data-driven improvements.
• Technical Review & Mentorship: Review and refine third-party designs, provide expert guidance to junior engineers, and foster a culture of continuous learning through mentorship and knowledge-sharing.
• Innovation & Efficiency: Proactively contribute to PMO efficiency by supporting multidisciplinary teams, offering technical insights, and driving best practices in traffic engineering.

Qualifications & Experience

To excel in this role, you will bring a blend of technical proficiency, leadership, and a passion for transportation innovation. We seek candidates with:

• Education & Certification: A Bachelor’s degree in Engineering (preferably Transportation or Civil Engineering) and 15+ years of relevant experience. A Master’s degree in Transportation Engineering or chartered status with a recognized engineering body is highly desirable.
• Technical Expertise: Proficiency in industry-leading software such as MicroStation, Bentley OpenRoads, and ProjectWise, along with hands-on experience in traffic modeling tools like HCS, Synchro, and TransModeler.
• Design & Compliance Knowledge: Deep understanding of ODOT design standards, ITS implementations, traffic operations studies, and intersection conceptual drafting, with experience reviewing third-party designs for compliance and approval.
• Project & Team Leadership: Proven track record in managing large-scale traffic engineering projects, coordinating with multidisciplinary teams, and delivering results within tight deadlines.
• PMO Experience: Prior experience working within a Project Management Office (PMO) environment is a significant advantage.
