Position Overview

In this strategic role, you will provide independent technical leadership and assurance on behalf of our clients, ensuring adherence to Saudi Arabian regulatory requirements, IAEA Safety Standards, and global best practices. Your responsibilities will span the entire project lifecycle—from site selection and licensing to design, construction, commissioning, and operational readiness—while challenging EPC contractor deliverables to uphold the highest safety and environmental standards.

Key Responsibilities

Your impact will be far-reaching, encompassing:

  • Nuclear Safety Leadership: Lead independent reviews of nuclear safety documentation, including PSAR (Pre-Operational Safety Analysis Report) and FSAR (Final Safety Analysis Report), while embedding defence-in-depth principles and ALARA (As Low As Reasonably Achievable) practices. Strengthen the Owner’s Nuclear Safety Management System and cultivate a robust nuclear safety culture across all project phases.
  • Environmental and Radiation Protection: Oversee Environmental Impact Assessments (EIAs) and compliance programs, ensuring alignment with global and local regulations. Develop and refine radiation protection strategies, environmental monitoring protocols, and radioactive waste management plans, while optimizing occupational radiation exposure.
  • Emergency Preparedness: Drive the development and continuous improvement of emergency preparedness and response programs, including severe accident management guidelines and emergency exercise protocols. Collaborate with national emergency response organizations and regulatory bodies to enhance resilience.
  • Regulatory and Owner Assurance: Support nuclear licensing and regulatory submissions, interfacing with authorities such as the IAEA and Saudi Arabian regulators. Independently review EPC contractor deliverables, identify technical risks, and provide actionable recommendations to ensure project integrity. Participate in critical reviews, including HAZOPs (Hazard and Operability Studies), Probabilistic Safety Assessments (PSAs), and commissioning assessments.
  • Construction and Commissioning Oversight: Provide nuclear safety and environmental oversight during construction and commissioning phases. Review commissioning procedures, witness critical safety tests, and verify operational readiness before fuel loading to ensure seamless transition to safe operations.

  • Emergency Preparedness Plans – Robust frameworks to mitigate and respond to nuclear emergencies.
  • Regulatory Compliance Reports – Documentation supporting licensing and approval processes.
  • Independent Design Review Reports – Technical evaluations challenging contractor deliverables for safety and compliance.
  • Operational Readiness Assessments – Validations ensuring safe and efficient project handover.
  • Technical Risk Registers – Proactive identification and mitigation of safety and environmental risks.

Essential Qualifications

To excel in this role, you must possess:

  • A Bachelor’s degree in Nuclear Engineering, Environmental Engineering, or a related discipline.
  • Minimum 10 years of experience in the nuclear industry, with a focus on nuclear safety, radiation protection, emergency preparedness, environmental management, or regulatory compliance.
  • Deep knowledge of IAEA Safety Standards and international nuclear regulations, with experience navigating Saudi Arabian compliance requirements.
  • Exceptional stakeholder management and communication skills, enabling collaboration with regulators, contractors, and cross-functional teams.

Preferred Qualifications

While not mandatory, the following will further enhance your candidacy:

  • A Master’s degree or MBA in a relevant field.
  • Certification as a Licensed Radiation Protection Officer or Nuclear Professional.
  • Experience in probabilistic risk assessment (PSA) methodologies and severe accident management.
  • Familiarity with digital twin technologies or AI-driven safety assurance tools.
