Senior Facility Planning Engineer – Strategic Facilities Planning in Oil & Gas

We are seeking a highly skilled and experienced Senior Facility Planning Engineer to join our dynamic team and provide expert-level facilities planning support throughout all phases of project execution. This critical role spans from strategic master planning and conceptual design through to project closeout, ensuring alignment with long-term business objectives and operational excellence. The ideal candidate will possess a proven track record in facilities planning within the Oil & Gas sector, with a deep understanding of Saudi Aramco’s engineering standards and infrastructure development frameworks.

Key Responsibilities

The Senior Facility Planning Engineer will be responsible for driving comprehensive facilities planning initiatives, including:

• Facilities Master Planning: Develop, maintain, and update Facilities Master Plans that are fully aligned with organizational business objectives and long-term strategic goals.
• Business Planning Support: Contribute to the preparation of Annual Operating Plans and Five-Year Business Plans, ensuring integration with facilities planning and capital allocation strategies.
• Conceptual Planning Leadership: Lead and oversee critical conceptual planning activities, including feasibility studies, options analysis, preliminary cost estimation, and comprehensive site and infrastructure assessments.
• Design Basis Development: Prepare and review Design Basis Scoping Papers (DBSPs) and Project Charters to establish clear project parameters and technical requirements.
• Cross-Functional Coordination: Collaborate closely with multidisciplinary engineering teams, internal stakeholders, and external project organizations to ensure seamless design alignment, regulatory compliance, and operational feasibility.
• Project Execution Oversight: Monitor project execution phases, evaluate scope changes, and provide strategic recommendations to senior management to optimize outcomes and mitigate risks.
• Project Closeout and Continuous Improvement: Ensure thorough project closeout processes, including the capture of lessons learned, updating of master plans, and integration of best practices into future planning cycles.
• Reporting and Stakeholder Engagement: Support facilities planning reporting requirements and facilitate effective stakeholder reviews to maintain transparency and alignment throughout the project lifecycle.

Requirements

To qualify for this role, candidates must meet the following criteria:

• A Bachelor’s Degree in Engineering or a related technical discipline from an accredited institution.
• A minimum of 10 years of progressive engineering experience, with at least 5 years dedicated to facilities planning within the Oil & Gas industry.
• Direct experience working within Saudi Aramco or its affiliates, with a strong working knowledge of Saudi Aramco Engineering Standards (SAES), Facilities Planning Procedures, Infrastructure Development Frameworks, and Capital Project Planning methodologies.
• Demonstrated expertise in strategic planning, feasibility analysis, infrastructure development, and project lifecycle management within complex industrial environments.
• Exceptional stakeholder management and engineering coordination skills, with the ability to influence and align diverse teams toward common objectives.

Preferred Qualifications

While not mandatory, the following certifications and competencies are highly desirable:

• Project Management Professional (PMP) certification.
• Certified Facility Manager (CFM) credential.
• Additional planning or project management certifications relevant to the Oil & Gas sector.
