Role Overview
The Tendering and Estimation Engineer is a critical full-time, on-site position based in Al Khobar. This role is instrumental in the preparation of accurate cost estimates and competitive proposals for a diverse range of projects spanning power, automation, renewables, and industrial sectors. The engineer will meticulously review tender documents, technical specifications, and engineering drawings to develop comprehensive bids that align with client expectations and regulatory standards. Collaboration with cross-functional teams, including engineering, procurement, and project management, is essential to gather pricing data, validate technical solutions, and ensure seamless bid submission within strict deadlines.
Key Responsibilities
- Tender Analysis and Documentation: Thoroughly examine tender documents, technical specifications, and drawings to identify project requirements, constraints, and opportunities. Prepare detailed bill of quantities, cost breakdowns, and financial comparisons to support bid submissions.
- Cost Estimation and Proposal Development: Develop accurate cost estimates for EPC projects, ensuring alignment with client budgets and commercial objectives. Collaborate with internal stakeholders to refine technical solutions and commercial strategies.
- Supplier and Subcontractor Coordination: Engage with suppliers and subcontractors to obtain competitive pricing, validate material availability, and ensure timely delivery of goods and services. Maintain robust relationships with external partners to support project execution.
- Compliance and Risk Management: Ensure all proposals adhere to client specifications, regulatory requirements, and industry standards. Identify potential risks and propose mitigation strategies to enhance bid competitiveness and project feasibility.
- Process Improvement and Documentation: Maintain comprehensive records of tender activities, including bid submissions, client communications, and supplier quotations. Update estimation tools, databases, and templates to streamline future tendering processes and improve accuracy.
- Cross-Functional Collaboration: Work closely with engineering, procurement, and project teams to gather technical data, validate cost assumptions, and resolve discrepancies. Provide support during client meetings, presentations, and negotiations to reinforce proposal credibility.
Qualifications and Skills
To excel in this role, candidates must possess a solid educational background and professional experience in a relevant field. The ideal candidate will have:
- Education: A Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a closely related discipline. Prior experience in the GCC energy sector is considered advantageous.
- Technical Expertise: A strong foundation in electrical, power, or industrial engineering, with hands-on experience in tendering, estimation, or proposal engineering for EPC or similar projects. Familiarity with power transmission and distribution, automation systems, renewables (PV & BESS), and industrial retrofit applications is highly beneficial.
- Analytical and Numerical Proficiency: Exceptional analytical and numerical skills, with the ability to interpret technical specifications, engineering drawings, and contractual documents. Proficient in preparing bills of quantities, cost breakdowns, and financial comparisons using MS Office, particularly Excel.
- Technical Tools and Software: Exposure to estimation tools, ERP systems, or project management software is desirable. A basic understanding of project management principles and methodologies is an asset.
- Communication and Negotiation: Excellent verbal and written communication skills, with the ability to articulate complex technical and commercial concepts to diverse stakeholders. Strong negotiation skills to secure favorable terms with suppliers and subcontractors.
- Organizational and Time Management: Demonstrated ability to manage multiple tenders and deadlines in a fast-paced environment. High attention to detail and a commitment to delivering accurate, high-quality work within defined timelines.
