As we expand our international market presence, we are seeking a visionary Global Industrialization / Localization Manager to drive our localization strategy in Saudi Arabia, fostering sustainable growth through strategic partnerships, technology transfer, and supply chain development.

This pivotal role will position you at the forefront of Raytheon’s ambitious $35 billion+ localization pipeline, spanning both near-term and long-term commitments. You will play a critical role in aligning with cross-functional teams—including Operations & Supply Chain, Requirements & Capabilities, Contracts, Global Trade, and Finance—to execute high-impact industrialization initiatives that strengthen Raytheon’s global footprint while meeting sovereign industrial policy objectives.

Your Impact

As the Localization Manager, your responsibilities will be transformative, spanning the entire lifecycle of industrialization programs. Key priorities include:

• Strategic Partnership Development: Lead the negotiation and execution of industrialization agreements, establishing collaborative frameworks with local and international partners to accelerate technology transfer, intellectual property sharing, and process optimization.
• Supply Chain & Industrialization Strategy: Drive the development of robust local supply chains, leveraging Saudi Arabia’s emerging defense and aerospace ecosystem to enhance operational efficiency and reduce dependency risks.
• Cross-Functional Collaboration: Work closely with Raytheon’s global teams—spanning the US, Europe, and MENA—to ensure alignment between localization initiatives and broader business objectives, including proposal development, contract negotiation, and program execution.
• Stakeholder Engagement: Interface with executive leadership, government authorities, and industry stakeholders to foster relationships that enable seamless delivery of localization projects, ensuring compliance with regulatory and commercial requirements.
• Performance & Reporting: Oversee program growth, forecasting, and financial reporting, delivering quarterly insights and credit claims that support decision-making and resource allocation.
• Global Engagement: Represent Raytheon in high-level engagements across MENA, Asia, and Europe, contributing to the company’s strategic expansion while maintaining onsite leadership in Riyadh, Saudi Arabia.

Qualifications & Experience

• A minimum of 8+ years of experience in industrialization, localization, or defense/aerospace program management, with a strong focus on strategic partnerships and supply chain development.
• Expertise in negotiating and executing complex agreements, including offsets, technology transfer, and industrial collaboration frameworks.
• Deep understanding of sovereign industrial policies and their implications on global defense partnerships.
• Exceptional leadership in cross-functional and cross-cultural environments, with experience managing high-value programs in international markets.
• A Bachelor’s degree in a relevant field (e.g., Business, Engineering, Supply Chain, or International Relations), complemented by advanced certifications in program management or defense industrialization.
