Senior Systems Engineer

Position Overview

SAIC is seeking a highly skilled and experienced Senior Systems Engineer to support the U.S. Navy’s Foreign Military Sales (FMS) C4I modernization program for the Royal Saudi Naval Forces (RSNF). This critical role will be based on-site in Riyadh and Jubail, Saudi Arabia, with travel to Jeddah as required, and will involve direct collaboration with the Naval Information Warfare Systems Command (NAVWAR) program office. The selected candidate will lead comprehensive systems engineering efforts, including requirements analysis, technical site surveys, system verification, and analysis of alternatives (AoA) for the integration of C4I and Commercial Off The Shelf (COTS) capabilities into RSNF platforms and shore facilities. This position offers a unique opportunity to engage with senior military and government officials from both the U.S. and Saudi Arabia, while contributing to the advancement of critical naval defense systems.

Key Responsibilities

The Senior Systems Engineer will be responsible for the following core duties:

• End-to-End Systems Engineering: Oversee the integration of C4I capabilities, including GCCS, NAVMACS, HF/UHF/VHF radios and antennas, Tactical Data Links (Link-11/16/22), CENTRIXS, Network Communications, SATCOM, ADSI, and VBSS, deployed across RSNF afloat and ashore platforms.
• Technical Site Surveys: Conduct detailed technical site surveys at RSNF facilities in Riyadh, Jubail, and Jeddah to capture as-built configurations and translate operational needs into engineering requirements.
• System Verification: Plan and execute System Operation Verification Tests (SOVTs), develop test procedures, witness installations, document discrepancies, and drive resolution to ensure compliance with technical specifications.
• Analysis of Alternatives (AoA): Research and evaluate COTS products such as radars, GPS, AIS, Radio Direction Finding, EO cameras, GMDSS, APS, Emergency Radio, FOTN, CCTV, Video Display, and VTC systems. Provide trade studies with actionable recommendations to support decision-making.
• Systems Engineering and Technical Reviews (SETR): Support critical SETR events, including System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Test Readiness Review (TRR). Prepare and present engineering artifacts to stakeholders.
• Technical Documentation: Author and sanitize technical documentation for foreign disclosure review, ensuring compliance with U.S. Government Foreign Disclosure Office requirements.
• Stakeholder Engagement: Interface with U.S. Government personnel, including NAVWAR program managers, GS-15 civilians, and O-6 field grade officers, as well as senior RSNF military and government officials to align on program objectives.
• Program Support: Contribute engineering inputs to the Integrated Master Schedule (IMS) and brief program leadership on schedule status using MS Project and MS PowerPoint.
• Risk Management: Identify, document, and mitigate technical risks, escalating any cost, schedule, or performance impacts to the Program Manager for resolution.
• Compliance and Security: Adhere to all OCONUS work, security, and country-clearance requirements. Maintain a valid U.S. passport and Kingdom of Saudi Arabia work documentation.

Qualifications and Requirements

To qualify for this role, candidates must meet the following criteria:

• Education: Bachelor’s degree in an Engineering field from an accredited college or university.
• Experience: Minimum of five (5) years of relevant experience in systems engineering, with a focus on C4I systems.
• Security Clearance: Must possess an active Secret security clearance with the ability to maintain. U.S. citizenship is required.
• Technical Skills:
  • Five or more years of experience supporting C4I systems, including GCCS, NAVMACS, Tactical Data Links, Radios/Antennas, SATCOM, ADSI, or similar systems.
  • Three or more years of experience with COTS equipment, such as radars, GPS, EO cameras, GMDSS, APS, FOTN, CCTV, or VTC systems.
  • Expertise in foreign disclosure, technical documentation sanitization, site surveys, SOVTs, or AoAs of COTS products.
  • Strong analytical and problem-solving skills related to C4I systems and network communications.
• Desired Qualifications:
  • Three or more years of experience with NAVWAR prime mission products and SETR processes.
  • Completion of DISAM Security Cooperation Management (SCM) courses or DISAM International Affairs Certification Level.

Work Environment and Travel

This position is based in Riyadh and Jubail, Saudi Arabia, with travel to Jeddah as required. The role involves a 25% travel commitment and requires the ability to work in an OCONUS environment while maintaining compliance with security and country-specific regulations. The selected candidate will be expected to adhere to all OCONUS work, security, and clearance requirements, including maintaining a valid U.S. passport and Kingdom of Saudi Arabia work documentation.
