Key Responsibilities
Your strategic leadership will be instrumental in the following areas:
- Project Leadership & Team Development
Direct the delivery of pre-contract quantity surveying services across diverse, high-value projects, ensuring alignment with RLB’s global standards and methodologies. Mentor and guide a multidisciplinary team of Senior Quantity Surveyors, Quantity Surveyors, and Graduate Quantity Surveyors, fostering a culture of technical excellence and continuous improvement. - Client-Centric Commercial Advisory
Act as the primary client liaison, providing strategic cost and commercial insights during the design and procurement phases. Lead high-stakes project meetings, workshops, and presentations to ensure transparent communication, stakeholder alignment, and client satisfaction. - Cost Management & Value Engineering
Oversee the development of robust cost plans, detailed estimates, and benchmarking studies, ensuring accuracy and alignment with project objectives. Lead value engineering initiatives to identify cost-saving opportunities without compromising quality or performance. Deliver actionable recommendations on budget management, affordability assessments, and risk mitigation strategies. - Procurement & Tender Excellence
Advise on procurement strategies, contract structures, and tender documentation to optimize client outcomes. Review and refine tender submissions, commercial requirements, and procurement recommendations to enhance competitiveness and value for money. - Commercial Risk Mitigation
Proactively identify and assess commercial risks—including market fluctuations, inflation, and escalation factors—to develop proactive mitigation strategies. Provide clients with cost certainty measures and contingency planning to safeguard project viability. - Business Growth & Client Engagement
Support the development of proposals, fee submissions, and client presentations to secure new business opportunities. Represent RLB in high-profile engagements, leveraging your expertise to strengthen existing relationships and expand market reach in Saudi Arabia and the broader GCC. - Performance & Operational Leadership
Monitor project performance against scope, programme, budget, and quality benchmarks, ensuring commercial success and profitability. Contribute to RLB’s operational excellence initiatives, driving efficiency and innovation in cost management practices.

Qualifications & Experience
We are seeking a seasoned professional with:
- Education & Certification
A Bachelor’s degree in Quantity Surveying, Construction Economics, Commercial Management, or a related discipline. Membership in MRICS or an equivalent professional body is highly desirable. - Industry Experience
Minimum 10 years of post-degree experience in quantity surveying within a consultancy environment, with a proven track record in pre-contract cost management. Experience in the GCC, particularly Saudi Arabia, is a significant advantage. - Sector Expertise
Demonstrable experience across high-complexity sectors, including mixed-use developments, residential, hospitality, commercial, healthcare, education, and infrastructure projects. - Stakeholder & Team Leadership
Proven ability to manage multiple stakeholders across multidisciplinary teams, fostering collaboration and delivering cohesive project outcomes. - Technical & Commercial Acumen
Advanced skills in cost planning, estimating, procurement strategies, and risk management. A proactive, solution-oriented mindset with a commitment to delivering exceptional client service.
