As a Human Resources Officer – Projects, you will play a pivotal role in supporting our expanding operations by delivering exceptional HR and administrative services to project teams across Riyadh. In this dynamic role, you will serve as the bridge between project teams, central HR, and government authorities, ensuring smooth employee mobilization, record-keeping, and adherence to legal requirements. Key Responsibilities
You will be responsible for delivering end-to-end HR and administrative support to project teams, ensuring seamless execution of employee-related processes. Your duties will include:
- Project and Site HR Support: Provide daily HR and administrative assistance to project teams, ensuring alignment with company policies, Saudi labor laws, and project-specific requirements.
- Employee Mobilization and Deployment: Coordinate all stages of employee lifecycle—from onboarding and site deployment to transfers and demobilization—ensuring timely and accurate execution.
- Record Management: Maintain comprehensive and up-to-date employee records, including contracts, project assignments, and documentation for joining and exit processes.
- Attendance and Payroll Coordination: Track attendance, timesheets, overtime, and leave requests while collaborating with payroll teams to ensure accurate and timely processing.
- Government Compliance: Manage visa, Iqama, work permit, and employee transfer processes in collaboration with the government relations team, utilizing portals such as Qiwa, Muqeem, Absher, GOSI, and Mudad.
- Document Renewals and Expiry Monitoring: Proactively monitor document expiry dates and coordinate renewals to prevent deployment delays and ensure continuous compliance.
- Manpower Planning: Work closely with project managers to assess manpower requirements, employee movements, and staffing updates, ensuring optimal resource allocation.
- Employee Support: Address HR queries, benefits inquiries, leave requests, and workplace concerns, escalating complex issues as needed while maintaining confidentiality.
- Logistics and Facilities Coordination: Assist with accommodation arrangements, transportation logistics, site access passes, and other employee support services to enhance the overall employee experience.
- Supplier Liaison: Collaborate with manpower suppliers to ensure seamless documentation, attendance tracking, and deployment processes.
- Compliance and Reporting: Ensure adherence to company policies, Saudi labor laws, and client/project requirements while preparing regular reports on manpower, attendance, and pending HR actions.
Qualifications and Skills
We are seeking a detail-oriented and proactive professional with a strong foundation in HR and administrative operations, particularly within Saudi Arabia’s regulatory environment. Ideal candidates will possess:
- 5+ Years of Experience: A minimum of five years of relevant experience in HR and administration, with a preference for candidates who have worked in Saudi Arabia’s business landscape.
- Education: A Bachelor’s degree or diploma in Human Resources, Business Administration, or a related field is required.
- Industry-Specific Knowledge: Hands-on experience supporting projects in construction, engineering, MEP, infrastructure, or similar sectors is highly advantageous.
- Government Portal Proficiency: Expertise in navigating Saudi government portals, including Qiwa, Muqeem, Absher, GOSI, and Mudad, is essential.
- Labor Law Compliance: A deep understanding of Saudi labor requirements, Saudization policies, and employee documentation processes.
- Operational Experience: Prior experience in attendance tracking, payroll inputs, employee mobilization, and site administration is a must.
- Multilingual Communication: Fluency in both Arabic and English, with strong written and verbal communication skills to facilitate seamless coordination across teams.
- Technical Proficiency: Proficiency in Microsoft Excel and experience with HR information systems.
- Organizational Excellence: Exceptional organizational skills, reliability, and the ability to handle confidential information with discretion.
- Independent Problem-Solving: The capacity to work autonomously, prioritize tasks effectively, and thrive in a fast-paced, project-driven environment.
